Commission Staff filed letter that is held completely confidential. Is the WHOLE document actually confidential? Filing 226 is submitted by the Commission staff. This docket does seem as whole pretty secret, but I request that Commission letters and filings be introduced as a public document as well, with only that information that is specifically "confidential" being redacted. As some may know, Verdant has been submitting a number of documents in dockets as whole confidential. I have intervened in those dockets in order to challenge the wholly confidential filings (submitted without a publicly available version with some redactions). In that vein, I am requesting the Commission also be more transparent and submit a redacted version of Filing 226. Thank you very much for providing a response to this (as a public document) in this docket even if the Commission decision is to not submit a redacted version.

Why is our bill going up by $5.00 a month? CMP has overcharged us for a long period of time now. Why aren't things being done to STOP this?? This is PLAIN ABUSE. We, the elderly, cannot afford a pay increase and believe that CMP should be MADE to pay back all the $ they have stolen from us over the past years. PLEASE stop this , I am begging of you to do something NOW.

Vineyard Wind - Offshore Wind Project- Long Term Contract "The price for energy and RECs in the Phase 1 of the long-term contracts begins at $74 per MWh (nominal $), and the price for energy and RECs in the Phase 2 long-term contracts begins at $65 per MWh (nominal $). Each longterm contract has a 20-year term, starting at the COD of the relevant project, and the prices described above escalate by 2.5 percent each year of that term which starts in 2022 and runs until 2043. The 20-year average cost of the two long-term contracts' is $84.23 per MWh in levelized nominal dollar terms. As the PUC goes about its deliberations regarding 2010-00235 the commission may be interested to know there is a large (10MW) tidal project off the coast of Maine in the early stages of consideration. The proposed design and technology to be employed requires no "dams" and will cause no significant interference to the resident species and will cause only temporary minor disturbance to the local habitat and environment. As is well known tidal power is the most reliable and predictable of the clean renewable energy alternatives.

As I understand it, the finalization of the 2014 Power contract is underway and thus the terms of plan-specifically the power purchase rate-are being examined in light of economic changes over the past four years. In reviewing and finalizing this contract, I strongly urge the Commission to retain the premium electricity rate guarantee, in order to ensure that the Maine Aqua Ventus project is financially able to proceed, the first American floating turbine technology is successfully deployed, and the State of Maine establishes itself as the national leader in deep-water wind turbine power generation.

There is plenty of data that is easily accessed that shows that the ocean bottom is much more valuable to fishermen and our state economy as fishing bottom instead of mooring sites for floating wind turbine platforms. The AV platforms take up one square mile per turbine. The project formerly known as a test project is small but undoubtedly is a precursor to much larger installations. Over time we will ultimately learn that these monstrosities are not only inefficient economically but short sighted. 20 years is a short shelf life and is likely optomistic given the harsh ocean environment. Given all that perhaps the biggest loss will be trust between the university of Maine and our fishing community. UM used to be considered an ally of our fisheries, this will drive a wedge that will become more entrenched with each turbine placed in the ocean ruining access to the fishing bottom. The cost of this mistrust between fishermen and UM alone makes this whole venture a very bad idea. Respectfully submitted Glen Libby
