Regarding Docket # 2011-00154 Dear Members of the PUC, I must say it was pretty embarassing to read your staff's recommendation that the shell company Pisgah Mountain, LLC remain in the Maine Community Based Renewable Energy Program after its having been sold to SWEB and IW Holdings. I guess i was embarrassed that you and the staff were not only being asked to go along with such a scam, but that the staff was just parrotting the Bernstein Shur lawyer's reasons for approval. I am from Maine, and I like to think that Maine will not be taken advantage of this way. We're too smart and too proud for that. You members, the PUC staff, the various owners of the companies involved, the Bernstein Shur lawyers and the public all know what is afoot. The Maine public is being asked to pay higher rates so that these Canadian owners can make more money. Pisgah no longer has any say in the company. This is not a Maine-based company. When the wind development wants to buy a neighboring parcel in Clifton, the owner is dealing with Nova Scotia. The Maine people in Pisgah have no money at stake and no right to do what they want. They are controlled by the real owners. But you know that. You Members are our last line of defense, and all Maine ratepayers want you to spare us from paying for this embarassment. RE:Pisgah Mtn -COMMENT on Docket # 2011-00154 Dear PUC, This Pisgah Wind scam game concerning the continued milking of Maine Taxpayers out of their hard earned tax money must end as it concerns industrial grid scale projects in this state. I no longer am a resident of the State of Maine, although I am a local Maine camp taxpayer. The Rollins Wind project near my camp obtained a long term contract with First Wind at approximately $58 / MW, and that was absurd when TIF , PTC ,rapid depreciation and other tax benefits are added. This Pisgah project that is grid scale at over $90 MW/hr is a disgrace and should not be allowed. The wind scam is one of the reasons I no longer reside in Maine. The PUC should follow its mission statement and protect ratepayers and not succumb to the wind scam that pervades the state. Reject the present tax manipulation and wind scam tax grubbing game, for the benefit of Maine citizens please! Residents see this , and those of us who can move( as Maine deteriorates from such examples of what I consider tax fraud and abuse perpetrated on them by industrial wind) are taking note. Distinguished members of the Maine PUC: Regarding Pisgah Mountain LLC, does this corporation truly adhere to the definition of a community based project? Hasn't it just changed hands yet again, from Austrian ownership to Canadian ownership? Should Maine ratepayers and tax payers really be shelling out over twice the going rate for electricity in order to fatten their bottom line? The wind industry in Maine turning into quite the shell game. Please don't be intimidated by the wind developers' corporate lawyers. Stick up for the Maine people. Respectfully, Penelope Gray

Harry Lanphear August 31, 2016 Administrative Director Maine Public Utilities Commission 18 State House Station Augusta, ME 04333-0018 Re: Docket # 2011-00154 Pisgah Mountain, LLC request for amendment to Community-Based Renewable Energy certification Honorable members of the Maine Public Utilities Commission, I would like to make two points today regarding WEB/SWEB/Pisgah Holding's request to remain in the Maine Community-Based Renewable Energy Program (CBREP) in spite of Pisgah Mountain, LLC being sold to the Austrian owned Canadian subsidiary SWEB..... FIRST POINT Regarding the response to the PUC request of WEB/SWEB/Pisgah that they detail with a chart the net cash flow distribution provisions in Section 8: Their response is evasive and deceptive. Are you fooled? Back when they were more direct (March 8, 2016, page 3, ?Pisgah Holdings Financing Arrangement?), they stated to the PUC in the clearest terms possible that, ?Repayment on the loan will be made from 100% of the cash available for distribution to Pisgah Holdings?. Now they are omitting that detail and simply telling you that 51% of the profit for distribution will go to Pisgah Holdings. You are not fooled, correct? That is not profit. That is SWEB's ?100% of the cash available? gaining a whiff of ?Maine? as it passes through Pisgah Holdings and is instantly returned to SWEB. Pisgah Holdings has no say in the matter and they never see the money. The extent of cash distributed to Pisgah is merely what amounts to an allowance (4% royalty payment), and Paul Fuller's salary (which is not profit) from the real owners, SWEB. Their chart/diagram is incorrect to the point of being dishonest. The bottom arrow should be a loop that passes through, w/out touching, Pisgah Holdings and returns to SWEB. SECOND POINT
