I finally received a copy the May 18,2015 letter written for 2012-00487 backing the appeal and signed by the Trustees of Fryeburg Water District which shows that your office received the letter on May 21,2015.The letter is not in the filing list and did not show up in the comment section until February 2016.Does this mean that the court did not see this?Explain why it was not entered into the public record on May 21,2015.

I am writing to address the fact that you have NOT posted the updated agreement! The confusion from this is becoming evident since the only "agreement"posting you have provided is the original.Whether it's "corrupting" the record,not putting documents into the public record,using confusing filing #'s,not posting the filings with the correct names,or DELIBERATELY IGNORING THE PURE MOUNTAIN SPRING WELL IN MPUC DOCKET 2004-263,you have shown me just how corrupt you are.Not being a lawyer and since the Public Advocate's office tremendously corrupt,I have to find all this out on my own.I just found out that the stipulation that no one signed except the deputy public advocate and Hugh Hastings and was declined in July,2013,is part of the agreement.Since this was only mentioned in ONE paragraph at the 9/3/13 hearing,would you please post the ACTUAL agreement for everyone to see.

I just realized that the filings that Ms.Anita Hafford and filed in the docket are listed under at least 3 different names although almost ALL of our filings were done together.Please correct the record to show which filings Ms.Hafford and I filed together.In MPUC docket 2004-263,you contacted the Maine Drinking Water Program(MDWP) for help in the investigation.The MDWP oversees the installation of all public wells.The EPA should have been involved in order to investigate any environmental impacts.Why didn't you contact them for docket 2012-00487? My wife and I have owned the above refenced historic property since 2002. Since purchasing it we operated it as a Fryeburg B&B (Peace With-Inn) for eleven years, but in 2013 converted it to a whole house rental which functions primarily a wedding venue, renaming the property to it's original name "Hardy Farm". Within three years of our originally purchasing the property, our well ran dry necessitating installation of a second well at significant expense. Ten years later, in August of 2015, the new second well ran dry leaving the property with no water, but contracted weddings occurring weekly. Until additional modifications to our wells could be completed, we were forced to haul bulk potable water to the property in order to sustain our business and fulfill our contractual obligation to couples reserving the property months in advance for their weddings. In order to continue our business, at a substantial additional expense, we were also forced to modify both our wells, increasing the depth of one by an additional 1,100 feet in order to regain a recharge rate sufficiently adequate to continue operations of the property. We contend that for our static water level to have dropped by 500 feet over a ten year period, there has been and continues to be a significant local activity occurring resulting in a tremendous detrimental impact upon the aquifer that our wells utiize. Further, we believe this detrimental impact is the direct result of Nestle's aggressive removal of water from the local aquifer system. We have suffered significant ecomonic damage as a result of these actions and we believe that until the total impact upon the local aquafer system is fully understood and concretely quantified through actual results and data such as ours, a moratorium should be placed upon this initiative and Nestle should be forced to completely discontinue harvesting water from our local aquafer system.

To: Public Utilities Commission Docket # 2012-00487 May 18, 2015 From: Fryeburg Water District Trustees Re: Appeal of the PUC Decision to approve the long-term contract between Fryeburg Water Company (FWC) and Nestle Waters North America (NWNA) To the Public Utilities Commissioners, We the undersigned, elected Trustees of the Fryeburg Water District, unanimously support the Appeal filed by Dr. Bruce Taylor and Food and Water Watch dated February 20, 2015. This appeal is a request for review of the Public Utilities Commission approval of the long-term contract between Fryeburg Water Company and Nestle Waters North America. As elected representatives for the residents and ratepayers of the Fryeburg Water District we wish the record to reflect public opposition to this contract. In March of 2013, citizen discontent with this contract was clearly presented in a public hearing held by former PUC commissioners. All commissioners present at that meeting have since recused themselves. With the recusal of all commissioners involved in that hearing we feel that residents and rate payers of the Fryeburg Water District did not recieve fair and just administrative relief. Anita Hafford and I sent some documents to you in order to make sure that the documents are entered into the public record for docket 2012-00487.Because we are not computer literate,we can't see what was entered and what was not other than the seeing filing #'s.It appears that the docs we recently sent have not been entered into the record yet.Please explain why these filings are not in the record for docket 2012-00487 as yet.We also want it noted that because of all the deliberate negligence of the MPUC staff,Fryeburg Water Co.,MDWP, and the Deputy Public Advocate in this case,we no longer have any faith in the water samples being sent to the HETL or the HETL.We are requesting an independent agency to take samples and test our drinking water.We fear there may be more plastic,lead,etc.than the current tests show.

I was an intervener in the case and I don't see my filing dated 1/10/14 of the transcript of 7/1/13 telephone conversation with the Public Advocate(Tim Schneider) concerning my complaint filed against the deputy public advocate(William Black)(12 pages).Please explain why this was not in the record.Also inform the Court of this omission.Are there other omissions I should be looking for?I will be sending a copy of the transcript to the court.I can produce the recorded message if necessary.If this was necessary for it to be entered into the public record,please explain why I was not notified at the time of submittal.This is more evidence of the utter lack of fair and just administrative relief and that you are working harder to protect yourselves than the citizens of Fryeburg

This is to be entered into MPUC docket 2012-00487. I want to comment on a letter I received from the Clerk of the Supreme Judicial Court dated 11/13/15,Bruce Taylor et.al.v. PUC Law Court Docket # PUC-15-89,Request to correct issues with the electronic record. If one file had been corrupted,it would be an accident. If two files had been corrupted, a coincidence. But, when seven files have been corrupted along with six files that are "missing", all being the responsibility of the MPUC commission, it's no longer an "accident" or a "coincidence". There may be more conflict of interest inside the MPUC that hasn't come out publicly ....yet William Harriman II
