The statue states long term contracts for renewable energy must benefit the ratepayers. This is a concrete statement requiring a concise mathematical answer. Wind powered electrical energy is unquestionably more expensive to produce than electricity from natural gas and nuclear plants. Wind powered electrical energy is subject to uncontrollable natural weather conditions, thus, expensive technical compensating processes undertaken by the independent system operator is necessary. This is a new and, by arrangement, a chink in the efficiency model. Longer transmission runs, supply feed-ins congesting lines and substations, subsidized production creating artificial low supply price bids. ISO increase of reserve power: " on the ready " power to compensate for unexpected supply drops associated with wind variability. The PUC is a very technical minded agency. The legislature and the people of Maine expect the PUC to use all their technical abilities to administer statues that are usually based on hopeful outcomes. We just want the truth and the truth is in the math. Combining PUC technical skills with the artistry of communication to enlighten the legislators and the people in an understandable fashion isn't easy. This is an opportunity to do your best work. Embrace it.

The HIghland wind project seems unlikley to really benefit us here in the area- we continually have to fight to preserve some of the last remainin g places for quiet and habitat and dark skies and any semblance of wilderness, in this state .My understanding is that this power is insignificant and may go out of state The roads ruin the area and this project provides no long term jobs for local mainers We are very opposed to this The state is far better off to put solar panels on buildings than these huge landscape destroying wind projects. I live here .You don;t. MY peace and quiet matters Don;t ruin MAIne!

To The Commission; I read in the Morning Sentinel that the PUC has agreed to require electric utilities to enter into a long term purchase agreement with Nextera energy for power which it PROPOSES to generate from an industrial wind facility in Highland Plantation. Apparently former commissioner David Littel still controls what is happening in the commission, even though his tenure has expired. He is one of a group who pushed the advancement of industrial wind projects during the Baldacci administration, in order to line their own pockets at the expense of those citizens who have to reside in the shadow (literally) of these highly obtrusive facilities. I fervently hope that more pragmatic responses to this issue will prevail when Mr. Littel is ultimately replaced, and that the apparent corrupt and senseless rulings from The Commission will be overturned. I believe that the citizens of Maine, whom you are charged with representing, expect a greater degree of integrity than has been shown by your body concerning this issue. Sincerely, David Small

To Whom It May Concern: I am writing to let you know how devastating long-term contracts can be on an area when it comes to economic development and life in general. Central Maine Power Company held an One Hundred Year contract on the Dead River/Flagstaff area. These communities were thriving with businesses which included Guiding Services, mail order lures for fish and wildlife, blacksmith services for making game traps, and several Bed and Breakfasts. It was a beloved recreation area. It was even such a nice area that J.P. Morgan had a farm there. But...as the "Hundredth Year" deadline approached, people and businesses got worried that CMP would follow through with the flooding...and they did! On the hundredth year! CMP just did not want to give up the lease, thus a great land sits under water along with the sweat, tears, and love of many homeowners. We all now know that "the flooding" was not for the need of power, for Wyman Dam has NEVER been used to full capacity. I am told by those that know..not much more than half! But CMP had wood lots and the lake was created to actually float their logs to the mills. Money...CORPERATE GREED! Another long-term contract gives Emera Maine, CMP, or NexGen, the power to ruin peoples lives and businesses. My horse farm and my plans to have an eventing area will all be under the same "fear" that CMP held over the Dead River/Flagstaff area. How is this fair to my business that will be exporting the views and serenity that horsemen and those coming to the events, crave? My daughter is a handicap riding instructor...what child with Autism will want to be under the flickering lights and sounds from these monsters? My wife and I moved up to Maine from R.I. 22 years ago and we built our dream home, over looking the hills to the rear of our home with a beautiful view. The proposed Wind Turbine project would make it impossible for us to continue living here. I suffer from PTSD from the Police job and just the thought of those huge ugly inefficient wind turbines spinning on top of the hills, causing the flicker effect in the a.m. and the lights spinning at night would cause us to sell our retirement home here. These Wind Turbine are not efficient, there are many better solutions to cleaner energy, i.e. hydro power. Mr. T. Boone Pickens attempted to build the largest wind turbine farm in the U.S., however after spending millions of dollars on this project he learned that are not efficient and abandoned the project. I watch Bald Eagles soar above those hills daily and they surely would be killed if wind turbines were installed. They scare wildlife away and my neighborhood is a major winter deer yard for white-tailed deer and this could affect them too. I ask you please, do not allow this ridicules idea to go forward.
