Mark, Sorry for the delay but it's been a busy week. Thanks much for meeting with us last week at UMPI and hearing our concerns. As stated earlier, we are in a very unique situation with about the most reliable electrical system in the state currently. BALANCE is very much needed when considering the RATE OF INFRASTRUCTURE improvement and the types of improvement. Unfortunately, our business base is not growing much and large hikes in transmission & distribution costs coupled with high supply costs jeopardize our existing mills & manufacturers and thwart additional expansion or new development. We discussed ReEnergy and our concerns for those two plants who are in the red and now facing an additional $1M/yr in potential transmission wheeling costs. One plant we did NOT mention but should have is McCains in Easton that employ almost 500. McCains had just committed $65M for a new production line in Florenceville, NB (not many miles from Easton) that will be complete in 2017. McCains has considered closing the Easton mill several times over the last 15 years and a concern that we cannot overlook is that continued rate hikes could drive them to close the Easton plant and move production to Canada. That would be easy for them to do & they have the resources to not even blink about doing it. You mentioned that you'd like to get back up to the County sometime to learn more about our region, our situation & our challenges and I repeat the offer to help facilitate that whenever you have the opportunity. Please contact me anytime if I can help. Thanks again for the visit & I hope the Naval Academy has a good football season! Respectfully, Bob Robert Dorsey c: 498-9103

In re Docket Number 2015-00360 Please place me on the notification list for the public hearing on Emera's March 21, 2016 filing requesting an increase in distribution rates. There are matters I wish to bring before the Commission at that time. Thank you very much.

To Whom This May Concern, I am writing about the rate increase that Emera Maine is asking for! I live on the Great Pond Road in Aurora, Maine and we are ALWAYS losing our power! The PUC should look into the fact of how many times in the last 12 months we have lost power, in a 2 week period in late summer, early Fall of 2015, we lost our power 6 times in 2 weeks! We also just this week, the 4th of April 2016 and 7th of April 2016, lost power again, 2 times in 1 week! It would be IRRESPONSIBLE for the PUC to give the rate hike to Emera Maine that are asking for, especially where in 2015 their profits went up 6.4% to the tune of 45.1 million dollars of added profits! They can not even keep the power on, on a small road like ours in a small town, so what does it say about Emera Maine when we lose our power so often! If the PUC grants Emera Maine a $2.40 a month rate hike to every customer, it would be a terrible INJUSTICE to the people who live in the Emera Maine service area! How much more profits in a year do they want, they just want more and it is ridiculous.

I am strongly opposed to a rate increase by Emera Maine. 2-3 years ago i reported 3 trees on my property that were dead and aimed for the road and the power lines. They waited till the trees came down in the wind storm on April 3, 2016 knocking power out for over 8 hours before they handled the issue. If they had done some preventive maintenance and cut the trees out of they way before hand they would have saved all that overtime. This just 1 case and I know there must be more of this kind of management.

I am against Emera raising their distribution rates. $6.6 million is a lot of money to ask for. If Emera needs more money to upgrade their system, then their executives need to take a pay cut. Also, Emera has several wind farms in their territory. These wind farms need to be paying for upgrades to Emera's electrical system, not the ratepayers.

Emera Maine replaced Bangor Hydro. Every time something like this is done, the name change always leads to a service charge increase. I would like to know if the employees from Bangor Hydro are now employed with Emera Maine? I am a 75 year old senior (living alone) on social security (which I earned working for 40+ years) and did not get a COLA increase this year. Yet all product and service prices have increased. I live in a mobile home and use very little electricity. Why are you increasing the price on the elderly, who can least afford another increase? Is this increase really due to the minimum wage increase that everyone is trying to get passed? Emera is a Union based company and already pay higher than necessary salaries to employees and management. Why not charge more to your heaviest customer users instead of the elderly? This is price gouging and greed at its lowest point and Emera (and Bangor Hydro) should hang the heads in shame to make this request to its senior citizens. I've had a request in for 3 weeks to get a street light fixed that flickers on and off, but haven't seen an Emera truck lately, except maybe at the donuts shop. People were put on this Earth to make life better and easier (which includes "REASONABLE" costs) for all, and not just for themselves. I hope and request that this increase request by Emera Maine be refused!
