Dear Commissioners~ I object to raising KLP rates to fund studies on the disposition of the hydropower units and dams. Michael D. Hubbard of THE FINANCIAL ENGINEERING COMPANY July 11, 2016 filing letter "... but inflationary pressures have at the same time increased expenses. More importantly, the District has been and continues to be faced with significant expenses associated with studies regarding the disposition of its hydro units." ?3503. 3. Just and reasonable rates. The governing body shall establish and file rates, tolls and charges that are just and reasonable and that provide revenue as may be required for the consumer-owned transmission and distribution utility to perform its public utility service and to attract necessary capital on just and reasonable terms. Was it just to pay for reports on the "significant expenses associated with studies regarding the disposition of its hydro units." that KLPD does not own, being a consumer owned utility? Only by town vote can the dams be disposed, it's in the charter. How was it just to pay for reports "regarding the disposition of its hydro units" without revenue to perform its public utility service? Was it just that the expenses are associated with the disposition of the hydro units rather than relicensing alternatives as presented in the expensive studies? Was it reasonable to pay for reports years in advance of the filing date, without even contacting the relicensing agency FERC to determine what is required? Was it reasonable to pay for reports before "S.2012 Energy Policy Modernization Act of 2105" becomes law, most likely before the March 2017 filing, which addresses the costs of studies and schedule issues? Is it reasonable that the Maine Rivers Alliance "undamming the Mousam" project (QV) has advocated the removal of the dams publicly since 2009, directly lobbying KLPD, resulting in KLPD spending monies for studies since 2010 not associated with providing its public utility service?

Sighted reason for the increase: the ??significant expenses associated with studies regarding the disposition of its hydro units. (From July 11, 2016 Financial Engineering Company letter. In 2015 KLPD spent $70,750 on a Working Draft Hydro Facility Alternatives Study. This Wright-Pierce (W-P) study is supposed to be the basis for deciding either to relicense the dams and hydropower or removing the dams and hydropower! The Hydro Operating and Maintenance costs used by W-P are the average annual costs ($80,787) over 10 years from 2005-20014, based on data provided by KLPD in July 2015.(from W-P DRAFT Oct, 2015 page 6-2) In 2015 a new General Manager and new Business Manager were hired with good intentions, but no previous experience in accounting practices running a municipal utility company. A copy of the computer itemized identity coded system (acctnumber) shows consistently recorded expenses for the calendar years 2010 through 2013. New acctnumber(s) 01.G.ADM.700.730010 through .730040 appear in 2014 and 2015 related to" Relicensing"! I do not see any of these numbers in the W-P Alternative #4- Cease Operations and Surrender FERC License (all sites). The W-P total License Surrender Studies and Applications equals 250,000. How were the trustees planning to pay for the "significant expenses" that will run for the next 6 years until 2022? The 2011 Wright-Pierce Draft Report, predicted high pending costs for the four alternatives. Even with the dire future predictions, in 2011 the three dams generated 1,495,760 kWh or $122,000 of revenue(new general manager's Hydro Statement of Activity says $134,020). With this revenue and an operating cost of $80,787 an escrow account or a ?rainy day fund? should be set aside.
