To the PUC Comment:I would like to comment on net metering changes. The proposed net metering changes would be negative for non solar rate payers, solar rate payers, small business, municipalities, energy independence in Maine and the environment. Therefore I would suggest, at the very least a more in depth study of what the impacts of the changes would be before any implementation, would be prudent.

I am a physician. Eight years ago I built a well insulated home and drive an electric car. I am a taxpayer and energy consumer (50kW/day). I would like to secure my energy costs going into retirement. I was about to invest in a neighboring solar farm but stopped when the energy bill did not pass and with the prospect of the current proposed rule I will not pursue this investment further. This ruling has stiffled my investment and impairs my financial security. The creators of the farm is a small family business on the town next to mine and now they will not receive my business. These are consequences of your choices. Most consumers are not in a position to pre-buy their future energy but would benefit from the lower costs of distributed energy generation. We will all benefit from renewable low emmission energy generation. As a government body I expect you to foster the growth of industries that reduce cost off essential services to all state residents. I also expect you to strive to promote a healthy environment for our citizens. Please keep these expectations in mind as you respond to the feedback on this proposed rule.

I am writing today to express my deep dismay at your decision to weaken solar energy net metering. Why would you do this? Because you are beholden to oil and coal????? The solar energy field is only growing, provides jobs to this sorry state (my son is a PV panel installer), and is the RIGHT thing to do for our planet. Let the Legislature decide what is best for Maine. It saddens and angers me that you aren't doing what is best for Maine, Mainers and the planet. Get out of the way, and let's see Maine join states like Massachusetts and New Jersey that are solar leaders. Let's not go backward, let's move forward.

PUC Commissioners: I am a very happy owner of a solar electric with heatpump system at my home in Scarborough. I am dismayed to see that you are phasing out the very aspect of the solar program that promotes the growth of the industry: net metering. I get a 15 year stay, but new customers have less incentive to go forward.. It seems your intention must be to delay the growth of alternative energy in Maine. Neighboring states have solar friendly rules and far faster growth in the job plentiful solar sector. The old simple rules of supply and demand without subsidy can no longer apply in the age of climate change. Besides you just decided to subsidize the fracked gas industry by making rate payers pay for a new pipeline. Where is the neutrality? Please retract this draft ruling and help us join our 21st century partners around the world trying to create a sustainable energy future. You play an important role in moving forward or not.

When we installed our home solar array in 2011, we made a significant investment in cleaner air and reduced fossil fuel usage, actions that help our neighbors locally and regionally. We invested partly in response to state incentives and a rate structure, NEB, that would ensure us a return on our investment in a reasonable time. Changes to NEB would not only punish solar adopters while everybody else continues to benefit at our expense, they would also deter potential adopters. Solar generators send energy to the grid at peak usage times (summer afternoons) so that Central Maine Power doesn?t buy at high prices, and they allow regional utilities and ratepayers to avoid new generation costs. The Maine Distributed Solar Valuation Study lists many avoided market costs and societal benefits of solar distributed generation. NEB recognizes these benefits. The hostility of regulators and CMP to NEB will drive solar customers to disconnect from the grid and rely on battery or other storage methods. As the cost of storage drops, staying connected to the grid is less necessary and attractive. If an installation goes off-grid, its benefits will be unmeasured and the state will take longer to reach statutory goals. We are currently pricing storage systems so that we can avoid CMP and an antagonistic regulatory environment.

Rooftop solar is a key part of Maine transitioning away from fossil fuels and toward a 100% renewable future. Taking away net metering makes it harder for people to recoup costs from installing panels on their homes, since they would no longer be able to subtract energy they'd fed into the grid from energy they'd used from the grid. Instead of removing this renewable energy incentive, we should lift the current cap on rooftop solar net metering so that the benefits of rooftop solar can expand to more Maine households.
