Our state and our nation have committed ourselves to converting from a fossil fuel burning economy to a sustainable economy by 2050. This is necessary to save our planet from catastrophic climate change. This conversion is no trivial process, and it is enabled in-art by paying sustainable energy producers a fair price for the energy they produce. The Utilities Commission should be protecting this provision and promoting other sustainable energy programs. Polls show that a majority of the Maine public supports green energy.

There is far too little use of solar power in Maine now to determine fairly how net metering will ultimately affect the costs and optimum sources of electricity in the future. There should be further legislative work on a comprehensive solar energy policy that takes all environmental and economic factors into account. 2. PUC's own study provided substantial evidence of net benefits to all ratepayers. 3. Rulemaking that fails to take account of the larger, critical environmental issues, especially the need to reduce drastically the use of fossil fuels, is short-sighted and in even the near future will actually harm Maine's environment, people and economy. 4. Eliminating net metering, even over a period of years, will actually reduce employment growth. The solar industry is a proven growth industry in Maine. 5. There are far more opportunities for innovative community solar projects than are recognized by the current proposal. Also there is no valid reason to limit the number of participants in a community project. However, if net metering is phased out, an otherwise helpful policy on community projects will be undermined and ineffective. Thank you for considering my comments.
