True Enterprises, LLC is involved in the installation of grid-tied solar electric systems in Maine and New Hampshire. Our work in Maine includes system installation in CMP's service territory. With uncertainty surrounding the procedures CMP will use to establish the in-service dates for systems installed at the end of each calendar year, we would like to see the waiver request filed by Insource Renewables approved by the PUC. It is our hope that this waiver will provide the time necessary to resolve key issues that need to be clear for our clients and for our company. Thank you for the opportunity to comment.

Specifically, in my case it has been over 3 months that a simple paper work procedure from CMP has prevented me from turning on my PV system. I advanced my plan to build a new house primarily because I wanted to take advantage of the current net energy metering rules while they still existed.

Although CMP was paid for the upgrade work and cashed my check in Oct, they misplaced the transaction and have not completed the work. The State wide power outage added to this mess and it is now almost December and I still do not have a connection. I am in strong support for this waiver. thank you

RE: Heliotropic Technologies, P.A.'s Support for Petition for Waiver Heliotropic Technologies, P.A., (Heliotropic Technologies)) respectfully supports the requests that the Commission grant a temporary waiver related to the definition of Effective Date in Section 3(H) of Chapter 313. Heliotropic Technologies, has been involved with developing and installing a range of solar systems since 1980, with our solar projects built in greater Portland, through mid-coast Maine as well as in Somerset County and in the Kennebec Valley region. We have been engaged in the installation of net metered solar energy systems in Maine for a dozen years. During this time, we've had minor concerns related to the timelines for executing net energy billing agreements and approving interconnection applications. We have seen certain projects effected by charges from CMP that were later determined by the PUC to be unnecessary and excessive, and pushed to have these charges removed for future Maine citizens. Some of the dealings with CMP have caused frustration but the policy issues of electric energy compensation and metering 'gross generation' on the customer's property is very controversial and is effecting Heliotropic Technologies' business and is confusing to potential clients in Maine. It is believed that the amended rules for Chapter 313 have placed greater importance on the timelines for executing net energy billing agreements and utility upgrades. Since these timelines are not defined in Chapter 313 nor in Chapter 324, we are uncertain of how to communicate to customers how they will be treated if their system is installed toward the end of the year. As a result, we support Insource Renewables' petition requesting a waiver on the in-service date for new net energy billing facilities until the utilities have developed written procedures to address these issues.Thus, Heliotropic Technologies requests that the Commission grant this temporary waiver.

We want to ensure that we will be grandfathered into the 1 to 1 credit as the transformer upgrade is out of our control.
