I feel as though CMP has made many errors and utilized poor tactics to repair the damage they have done in regards to their customer service as well as their lack of commitment to own up to and fix their systems. Why should we the customer be over billed and then billed for an audit for CMP's errors. This is long over due and a slap on the wrist is not working. If anything it is making the MPUC look as though they are for CMP rather than an unbiased party trying to ensure the customers are treated fairly.

So. I will file these brief comments and follow up tomorrow with more as a Party to Docket No. 2019-00015. First, CMP should be submitting the full bill from Liberty Consulting for their so-called "forensic" audit to their Stock holders. Not one penny should be paid by CMP's rate payers for the audit. The audit was done in a sloppy fashion and was meant to benefit CMP only, which it did. It helped to drag the case on for far longer than was needed. The case should have corrected all problems which were discovered in the entire adjudicatory proceeding in both dockets: 2019-00015 and 2018-00194. Many CMP rate payers are still complaining about getting very high bills and about poor customer service. The other complaints which I have read deal with unbelievably high payment plans created by CMP, for bills that are much more likely than not fraudulently generated by faulty meters, a/k/a "smart meters" or due to the faulty relay operations of the "smart meters' mesh system. Many components make up the total impacts and operations of CMP's 'smart meter" system. The Commission must apply the laws. CMP has been fined a full $10 MILLION Penalty for very poor Service Quality Index (SQI). This is a large fine meant to impose punishment for poor quality service, very poor quality and there has certainly been imprudence involved as part, at least, of the reasons for that penalty.

The Liberty Report for all its cost merely shook a finger at CMP and did not expose the vast number of false usage billing that occurred and is still occurring. My personal bill shot up to two and a half times historic (30 years) usage and remained for 6 months when it all of a sudden returned to normal after six months of complaints. Nothing in my household changed. Many people are still struggling with this problem and should not now be charged for an audit that basically said nothing about the problem.

I feel that if there is any company that wants to continue to screw people it is CMP. Ratepayers, and the common individual should NOT be paying for this audit. We haire lawyers to defend us in other cases and we pay our way. CMP should be paying the entire thing.. Period

I own 3 properties in Belfast so am in a good position to compare and contrast "smart meter" billing. At home, where energy use is the highest--washing machine, dryer, multiple electrical appliances--my bill is the lowest. It does not have a smart meter. At my apartment building (65 Main St.)--where no one lives, does laundry, washes dishes or showers--the bills have skyrocketed. I believe--even though I told CMP I didn't want smart meters on ANY of my properties--that they went ahead an installed them at 65 Main. I do not know what they look like, so have not been able to verify this, but it would explain the huge electrical bills I'm getting for a place where no one lives. We keep the heat at minimal levels to prevent pipes freezing. Before smart meters time, this generated a sizable bill in the one apartment that is heated only with electricity, but produced a much smaller bill in the apartment primarily heated with propane. Now that propane-heated apartment has a much higher bill. How does CMP explain all this? I wouldn't know, because I gave up calling them. It's difficult to reach them, almost impossible to understand their explanations, and the problems don't seem to go away. At my 3rd property, 20 Airport Rd., I felt pressured by the CMP technician who came to install a smart meter a few years ago. I told him I didn't want it; he argued with me that my reasoning didn't make sense. I said I still didn't want it. I never felt confident he honored my wishes, though, and, like I said, I don't know what they look like. My bills there might make sense. They've gone up, but we expanded our space and installed 2 heat pumps (which are supposed to bring the bill down, but due to added space I suppose it could be a wash). I don't trust CMP to be accurately billing me; I don't trust them to be honoring my wishes regarding smart meters; I'm infuriated that their customer service is so poor; and if I could opt for another supplier I'd do it in a heartbeat.

I submitted my letter with the referenced attachment on Thursday 1/23 at about 11:00 pm. I never received an email confirmation. At that time I did not know the docket number. I called Maine PUC and talked with a woman with an Asian accent who did not provide her name when asked. She told me to email my letter to maine.PUC@maine.gov. After speaking with her I searched the internet and phone media accounts that referenced the docket number. It is my understanding the comment period closed January 1/23. I submitted the document before the end of the day on 1/23. It is being submitted again due to receiving a confirmation from Maine PUC.

I paid the last installment of our payment arrangement in January. My bill shows a zero balance for the payment arrangement, yet another installment was added to my account balance. A screenshot of my bill is attached. If they are making billing mistakes on such a simple matter, what else are they billing incorrectly? In addition, we installed a pellet stove but we are not seeing much difference in our bill. I think my bill may be estimated although it is not marked as such.
