Please see attached letter in addition to this statement CMP's request to substitute smart solid-state meters for electromechanical or analog meters should be denied because the use of electromechanical meters was ordered by the Commission as one of the two original opt out options (Docket 2010-345 et al) especially for those of us whose health has been irreparably harmed as a direct consequence of the implementation of the so called "smart" grid. Original Opt Out Order [Docket 2010-345] (1) 1. That any CMP residential or small commercial customer that chooses not to have a standard wireless smart meter installed on their premises shall be provided two alternatives from which to choose consistent with this Order: a. An electro-mechanical meter (likely the customer's existing meter); b. A standard wireless "smart meter" with the internal network interface card (NIC) operating in receive-only mode

To Whom It Concerns (and runs this site :-), 1. Please note that when I previously uploaded my comments in the comment section, the bullets that I used to delineate the summary reasons for denying CMP's request were turned into question marks. If that is a symptom of the "system", you should let people know. They should not be question marks. They should be numbered or bulleted. These are not questions. These are my statements of fact and opinion. However, since they are repeated in my attached letter, I will not upload another copy. 2. Also, as I was reading my letter, I realized that there is a "cut and paste" error that eliminated the title of a report commissioned by the New Hampshire legislature. Since it is an important report, I will mention its' title here. It is already attached to my original comments. (ATTACHED LETTER SUMMARY) The only "just" and "reasonable" decision that the Public Utilities Commission (PUC) should make is to DENY Central Maine Power's request to change its Terms and Conditions to eliminate the electro-mechanical smart meter alternative as an option to opt-out customers new and old. (and to eliminate the smart meter opt out fees!) Any new or old opt-out customers should be able to choose an analog meter for the following reasons: ? CMP is a monopoly and customers should have a choice. ? Ratepayer's concerns are valid and should be respected after having spent many years and many dollars securing the right to opt out of the AMI program ? Science regarding the harm of RFR gets stronger every year ? Only the analog meters can allay the concerns of many individuals regarding RFR exposures on their homes, and to their families. ? RFR is not the only reason that customers opted for a non-standard meter. ? The Maine PUC required CMP to provide analog meters as a part of a non-standard AMI program opt-out. ? CMP should be required to uphold the original directives ? CMP has/had many working analog meters and can get refurbished ones for cheap. Please refer to the attached letter and documents to support this comment.

I urge the PUC to have CMP stick with it's agreement by allowing their customers the option of having a purely analog meter. Although the opt out fee has been a struggle the choice of keeping an analog meter is important enough to us to manage to pay it, although I am hoping the PUC can do something to help lower or hopefully eradicate this charge for us. We feel very strongly about this and hope you will uphold your former decision and not allow the CMP to take away our choice to have a purely analog meter.

I need to continue to be able to use the analog meters in my house because if my autoimmune diseases. The new meters make me dizzy and feel sick to my stomach; light headed ness and an over all lethargic feeling throughout my body. I tried twice on two different times to change over and I could not tolerate them. If these are taken out of my home, which is my personal bubble and allows me a safe place to live free of things that the outside world puts on me; I can't imagine what I will do. The decision to replace them and not give the option of using the analog will be totally detrimental to my wellbeing. CMP should be paying me for all the work I have done for them. I have read the meters in my basement for over 50 years and continue to do so. No one comes by to read my meters except me every month or other month. No one checks on them except me. I take a picture if both meters and email the reading in for CMP because they are incompetent in deciphering the meter readings; every rep reads them differently. So, charging me a monthly fee to maintain these analogs was a complete lie! My medical condition costs me dearly every month to CMP; this is discrimination at its best. Please allow me to keep my analog meters for my own well-being and to keep my home safe for me to live in. Thank you, Nancy Polito
