"The OPA has reviewed the 2019 and 2021 Commission issuances and CMP filings, the comments made between February 21 and 23, 2021, and the filings by E. Boxer (2/19/21, 2/22/21, 3/23/21) and A. Hill (2/3/21, 3/23/21.)" The citation above is from today's Office of Public Advocate filing. While we appreciate the OPA endorsing customer choice on this metering issue, the Public Advocate has inexplicably limited their review of public comments to those submitted between 2/21 and 2/23/21. This is highly disappointing and irresponsible as there were quite a few substantive and varied comments made during the entire 2021 period between 2/18 and 3/30 (plus 1 on 4/7). Considering OPA comments were not filed until today (5/24), nearly 2 months after most comments were filed, certainly there was ample time to review all public comments. In submitting public input, we inquired with PUC staff whether it made a difference in terms of weight or even whether they would be read by staff or not, to submit as a Comment or as a Filing. We were told it made no difference hence most input was provided through the simpler Comment mechanism. Apparently OPA "didn't get the memo" with their cursory and partial review of public Comments and slightly expanded review for Filed submissions. If they had conducted a fair review, they would have found some of their questions answered and they might have had further questions and comments stimulated as well. We hope the PUC considers all of the submissions in making a decision on this important matter. Thank you. Please refuse Central Maine Power's request to discontinue to use and provide electromagnetic meters as an opt out option for their customers. I have been disputing inaccurate bills with Central Maine Power since the later part of 2017 when a powerful storm knocked out power to a massive number of homes. When power was restored many of us noticed a drastic increase to our monthly bills. I think I can speak for a lot of us (if not all) that we truly believe that in combination with the new billing system and the smart & digital opt out meters our bills have been inaccurate ever since. I have been denied an electromechanical (analog) meter by Central Maine Power AND denied assistance by the Maine Public Utilities Commission with obtaining one since this issue is currently on the docket. Central Maine Power only provided me with the option for a digital opt out meter which has not resolved any relatable issues, actually if anything has made issues worse. Not only are these meters STILL inaccurate but there is an additional $16.00 monthly charge, inflating our bills even more. CMP claims to have to manually read these digital opt out meters, which I can attest they don't, as no one has been to my home since it was installed. In addition to the above, the months in which they claim to have read my digital opt out meter my bills are nearly impossible to validate since a total of three bills were generated just for the month of March. Not to mention we all know the frequencies of these digital/smart meters are detrimental to our health, especially those living with serious health conditions. If that's not enough than all of the above should be. It seems the only reasonable solution to ALL the issues arising from these digital opt out & smart meters is to continue the use of and ability to obtain the electromechanical meters upon request. I urge you to DENY Central Maine Power's request to discontinue the use of the electromechanical (analog) meters.

Please see attached letter in addition to this statement CMP's request to substitute smart solid-state meters for electromechanical or analog meters should be denied because the use of electromechanical meters was ordered by the Commission as one of the two original opt out options (Docket 2010-345 et al) especially for those of us whose health has been irreparably harmed as a direct consequence of the implementation of the so called "smart" grid. Original Opt Out Order [Docket 2010-345] (1) 1. That any CMP residential or small commercial customer that chooses not to have a standard wireless smart meter installed on their premises shall be provided two alternatives from which to choose consistent with this Order: a. An electro-mechanical meter (likely the customer's existing meter); b. A standard wireless "smart meter" with the internal network interface card (NIC) operating in receive-only mode

To Whom It Concerns (and runs this site :-), 1. Please note that when I previously uploaded my comments in the comment section, the bullets that I used to delineate the summary reasons for denying CMP's request were turned into question marks. If that is a symptom of the "system", you should let people know. They should not be question marks. They should be numbered or bulleted. These are not questions. These are my statements of fact and opinion. However, since they are repeated in my attached letter, I will not upload another copy. 2. Also, as I was reading my letter, I realized that there is a "cut and paste" error that eliminated the title of a report commissioned by the New Hampshire legislature. Since it is an important report, I will mention its' title here. It is already attached to my original comments.
