Over the weekend of 12/14/19 CMP had 5 contracted bucket trucks parked behind Jackman Town Hall. I am assuming these were prepositioned crews because of the forcasted wind storm in compliance with the stipulation agreement for case# 2019-00047. If this is indeed the reason, I would like to point out the gross waste of resources of that decision. A storm like this certainly warrants one extra bucket truck and crew but 5 is entirely too many for a couple of reasons. First the existing Jackman crew would not be able to efficiently oversee and direct that many crews and secondly it would take a weather event such as the ice storm of 1998 to warrant such a large expenditure of resources. It seems that CMP cannot find middle ground between skeletal resources in the event of a storm and going wildly overboard in deployment of resources. I certainly hope the PUC is not going to allow CMP to raise rates to customers in order to recompense such mismanagement.

Monumental billing issues, worst in nation reliability issues, coarse and confrontive customer service, unrelenting rate increases, a corridor that is not clean nor good for Maine and a culture of deceit, trickery, manipulation and bullying. CMP is unfit to serve Maine customers. It is time to revoke CMP's authority to operate in the State of Maine and replace with a reputable company to provide customers with reliable and affordable electricity. MPUC has the power to do this. statute 35-A MRS ? 1511 - "The commission may, in an adjudicatory proceeding, suspend or revoke the authority of a public utility to provide service upon a finding that the public utility is unfit to provide safe, adequate and reliable service at rates that are just and reasonable

I am writing in response to comment from Bill Jarvis Fire Chief. I want to note that on the day when no workers were available that was in direct violation of CMP Long Term Plan for Jackman on several issues. 1st there was not 2 employees, 2nd there was no replacement employees, 3rd there was no backup crew assigned from Skowhegan. All of this while on a day with only light winds. Safety was disregarded. How often is there no coverage for Jackman at all?

As Chief of the Jackman - Moose River Fire & Rescue Department for 25 years, I have been involved with CMP personnel on many incidents over the years involving vehicle accidents, structure fires, and storms with high winds. Usually at least one CMP lineworker arrives on scene fairly quickly. Usually. There have been times when no one from CMP has arrived quickly, but these instances usually involve storms with high winds with trees and lines down all over the region and the local lineworkers have been busy. But there have been a few instances over the years where there have been no personnel available when there have been no other issues. These instances have occurred when the local lineworkers (when there are 2) or the local lineworker (when there is only 1) have been in Rockwood or West Forks. But usually they are able to be on scene in 30 minutes or less. One notable exception was on June 11, 2017, when on a nice day (with only light winds) a tree fell down and knocked a power line down across someone's front yard on Lake Street, a quiet side street in Jackman. Upon the fire department's arrival, we found that the line was live. I checked with our dispatcher at the Somerset County Communications Center for an ETA of CMP personnel, and he checked with CMP and found out that CMP had no lineworkers in the region. The ETA for a lineworker to arrive from Skowhegan was too hours. The Fire Protection Division of our department averages only about 50 incidents a year, and only a few incidents each year involve power lines down, so I wonder how many times over the last few years have there been no lineworkers in the region and we did not know about it We always work closely with the CMP lineworkers at incidents. We know that normally there will only be 1 or 2 lineworkers here, and we help them in any way that we can, whether that be removing trees, doing traffic control, getting equipment for them, or whatever else is needed. And we always will.

Regarding the recent outcry regarding fire danger and NECEC, in addition to last year's Camp Fire devastation in Paradise California caused by PG&E, please consider the additional 2017 CA fire disaster in Napa, Calistoga and Santa Rosa. At the Starks town meeting I asked about the fact that CMP has done NO research on the fire danger. CMP rep: "most of the fires are started by cars hitting poles." Yes and PG&E didn't intend to burn down HUNDREDS of THOUSANDS of acres in California, but they have. And - the taxpayers are footing the bill. A letter to the editor in the PPH today adds more evidence to the record that CMP/Avangrid/Iberdrola's current practices may be causing potential safety and hazard risks for line workers and effected repair areas. Alec Ferguson of Kennebunkport writes, "Last year, a Central Maine Power lineman was repairing a power line in a Saco neighborhood I'm familiar with. He was in his bucket finishing up his splice. I waited until he came down and asked why he was working alone. He said all linemen worked alone since Iberdrola Spain bought CMP. He said they'll keep doing things that way until someone gets killed. I forget how many millions of dollars in profits he said went to Spain that year. CMP was a great Maine company, but the only thing Maine about it now are the people who do the work and its customers. CMP is owned by Iberdrola Spain. CMP is a myth." The priority for 'CMP' should be to the safety of it's workers and rate payers and having real, positive action to update and repair damaged or outdated lines to rural communities. Ferguson goes on to describe other focus areas on an elective transmission upgrade by building a different line to serve out-of-state ratepayers, which seems to be an overstep due to current reliability and service quality to current ratepayers with the current lines. I encourage the PUC to advocate for Maine's rural utility consumers and hold CMP accountable to the foundational service standards of the utility industry.
