I work for a climate action organization in Norway, Maine called the Center for an Ecology-Based Economy. Over the last five years we have held five "EV Expos" which are essentially "Ride and Drive" events. Through these events we have provided local community members with hundreds of test drives, as well as presentations about Electric Vehicle technology. My organization has also installed 15 Level 2 Ev Chargers in the region. We call this the CEBE Western Maine EV Charging Network. Because of this grassroots work. we have seen the number of EV's in our region grow steadily, even dramatically, giving us one of the highest per capita EV ownership rates in the state. When EVSE and education about EV's is readily accessible, people are willing to embrace this new clean technology. Given Maine's aggressive climate mitigation goals, passing legislation to support electrification of our transport sector will be essential to achieving those goals, especially in rural areas where dependency on automobiles is so high. Cars and trucks are the largest contributor to GHG emission in the state. While they are not the whole solution, EV's can help address this pollution, especially in rural areas. These pilot proposals are an excellent way to build on existing efforts like ours to expand electric vehicle charging infrastructure, which we need to do to capture the benefits of strategic electrification. Please support pilot projects that will continue to build out the network of electric car chargers to support this growing green transportation alternative.

I have been driving EV's for nearly four years and 90k miles and have come to appreciate the utility of having charging options. I encourage you to keep these points in mind as you review these proposals. Most charging will be done slowly at home on off-peak night hours. As battery sizes increase this will be nearly all the non-trip charging required. Consequently, proposals to support safe home charging in all homes are more valuable than on-peak workplace charging. Public charging locations coordinated with multi-time-of-use urban and community parking can support drivers who do not have a home charging location. EVSE at home is not necessary and should not be an expected expense but the opportunity to add smart technology resulting in rate savings can add value. Studies to demonstrate that value would be helpful. Expensive fast DC charging is only needed for long distance travel. Studies to maximize value through placement and adequate capacity before installation would be worthwhile as these costs cannot be recouped from users alone. Private charging can be an effective loss leader for retail but slow AC grocery store parking lot charging is not helpful to the traveler. A string of 110V outlets at an airport or a 220V outlet on a ferry can be highly valuable charging option. When I bought my car I thought having widespread charging options would be essential but in hindsight that is not the case. Home AC, on route DC, and destination AC charging has been all that was needed.
