Hi, Thank you for asking for comments concerning electric utilities performance metrics. I am not familiar with the technical issues concerning such metrics, but I would like to speak strongly in favor of developing such means to make Versant more accountable for power outages and the related customer service. I have lived in Orono for 21 years. During the time of Bangor Hydro, I do not recall a single loss of power. Once Emera, and then Versant, took over, outages occurred regularly, normally several times a year, and on occasion, lasting several days. In my experience, once ownership shifted to an out-of-state corporation, responsibility for service declined significantly. I see three major problems with Versant's response to outages. First, it takes quite a long time to restore power. Second, I have heard from an Augusta lobbyist that state policy has allowed Emera/Versant to reduce responsibility for storm preparation, that more could be done to maintain power lines and trim back trees. If this is true, a metric of evaluation is all the more necessary. Third, during outages, Versant phone communication is poor. They do have an online update page, but without power, this is not available. An effective system of telephone access to current information should be mandatory, especially in a state with numerous broadband challenges. Your query also asks about environmental policies. I do not know how this related to the matter of metrics, but I will say that I support shifting away from polluting and greenhouse gas energy sources. I appreciate your efforts on behalf of Maine residents.
