Dear Chair Philip L. Bartlett, Commissioner Randall D. Davis, and Commissioner Patrick Scully: I am writing today about Docket No. 2021-00024 that proposes an increase of cost for Bangor Natural Gas Company (the Company). The Company filed their proposal on March 31, 2021. The proposed 24.4% increase in distribution revenues is extremely high. The drastic increase in prices is especially hard on Bangor residents who are already struggling to maintain their homes. In fact, this unwise increase might push customers to consider alternative sources, even returning to oil. I humbly encourage the commissioners to carefully consider this proposed increase as it relates to struggling Bangorians who face increasing costs from multiple directions. Is this a wise business strategy? I strongly oppose the increased cost of Bangor Natural Gas Company and beseech the commissioners to do the right thing for Mainers in a pandemic that does not seem to let up. Thank you for your time and consideration.

I realize that I am late providing input to this discussion, but my attachment is more of input data rather than a complaint. My attachment contains 5 columns of data. Total fuel cost per month for several years. Degree Days per therm provides the efficiency of my usage. NG Therms is the adjusted therms per months. ( a very mysterious calculation by the gas company) Average cost per therm is the total fuel cost divided by the number of therms. The last column is the non-energy related portion of the gas bill. It is a very obscure series of charges which are not related to the energy usage. If you were to subtract the additional charges from the total fuel cost, you would have the natural gas energy cost. Please feel free to contact me if more info is needed. Note: I hope the attachment worked.

Members of the Public Utilities Commission, I am submitting comments on the proposed increase of the distribution rates for Bangor Natural Gas. I understand and support reasonable rates to maintain the integrity and safety of the distribution system. I would expect that some of the gas infrastructure is aging and in need of replacement. However, increasing the residential distribution rate by 43.8% is excessive, and on the face of it, unreasonable. According to the materials from Bangor Gas, this translates to an overall 20% increase to total residential bills. Increases for small and medium commercial and industrial customers are similarly excessive. It seems to me that a well run company should monitor its costs and apply adjustments on a reasonable schedule. If I presented my clients with a 43.8% service fee increase out of the blue, they would understandably seek another vendor. Utility customers do not have that option and depend on you to keep rates reasonable. I urge you to consider all the facts associated with this rate request, and determine a reasonable increase. Please pass this on to the appropriate individual considering this upcoming case. Thanks. This may not be relevant, but Bangor Gas has what is called "customer charges" of $14.29 per month, above and beyond the actual consumption charges, per individual household that uses their gas. I asked a rep what this was for, and he said it was for "meter reading". Well, I live in a duplex with about 62 other duplexes in a community, and the meters are all easily accessible, two per two garages side by side. If one realizes that this comes to a "surcharge" of $171.00+ per household, annually, multiplied by every customer of Bangor Gas in the area, this is a pretty hefty "surcharge" that the gas company collects annually, above and beyond its consumption charge. I do not know of any other utility company in the area that assesses such a "customer charge" and wonder why the gas company is permitted to do this, and whether this charge is included in their annual gross income when justifying an increase in their rates. In regards to Bangor Natural Gas distribution cost rate increase (Docket #2021-00024). This world wide pandemic has created much uncertainty pertaining to peoples ability to work and earn a salary in many sectors of the economy. A 43.8 % increase to the distribution cost of a residential customer at this time is unacceptable and smacks of greed. It would be unreasonable in the best of times to entertain a rate increase of this magnitude. I trust that a thorough investigation of costs will be conducted. If a rate increase is indeed warranted , I trust that it will be rolled back significantly to a more reasonable amount. Best regards, David Torrey
