The CMP is substantially a property loss claim and could be covered by property insurance. Management's choice not to purchase insurance is not a rate payers problems but wholly the responsibility of the owners. a cost of ownership. T&D insurance is not cheap. CMP has been successfully exchanging maintainable switch gear for cheap modular equipment which is good for ROI but poor for reliability and repair time. You can just look a maintenance staffing to see what has happened.

Greetings, CMP wants to cut up the forest and claims it will benefit Maine. At the same time they are requesting a rate increase. To me, that is a contradiction in philosophy. It's time for the state to take ownership of this utility. Sincerely, RBK

I am writing to you today because of the pending hearing to determine if Central Maine Power should be granted a rate increase to impose on its customers to pay for the 2020/2021 storm damages. I am a person who has worked now for 50 years, the last 22 within the banking industry, so I know a little bit about balancing profit with customer service. My first 28 years of working was in the area of process improvement and cost effectiveness. Now, if I was asked to opine on the rate increase, I would have to ask if CMP had in years past been granted a rate increase due to winter storm damages in years past. I believe the answer to that question would be yes. That would mean that rate increase never went away, meaning I and other customers have been paying for the cost of winter storm damages each and every year since then. Therefore, CMP already receives revenue that should always be put aside to pay for what should be called "recurring expenses", as each and every year they incur similar costs. Yes, that is a cost of doing business here in Maine. The next question I would ask CMP is what have they been doing with the revenue from the previous rate increase? Was it set aside for operating costs or distributed to shareholders? If it was set aside, then CMP should use those funds to defray the cost of this past winter. If it was paid out as a surplus, then CMP already has enough money?they just need to manage it better. There are many techniques and technology they could use to limit repair costs, but that is not the reason for my letter and would simply detract from the message I care to impart. I implore you to ask these simple questions before deciding our fate as CMP customers. They are simple questions that should not be answered by attorneys or with language used by politicians. Show me the money. It is as simple as that. I appreciate your time and hope you have a pleasant day.
