Dear Bill, and others: Thank you for re-circulating this note from Steve Plumb. Apologies for the delay in response and for any redundancy in the event that there have been other communications that haven't been replied to all. Is there room in the remaining moments of 2021-325 to require CMP to reach out to the current ~200 subscribers of A-TOU-OPTS with clear communications around billing impacts and alternative options that might reduce impacts while meeting individual household needs? Come December, for example, the interim A-TOU OPTS, A-TOU or perhaps the new settlement pilot? Steve's experience is very unfortunate. As his thoughtful note reminds us, these ~200 customers may include some of the savviest of CMP's residential customers, proactively engaged in the energy transition. We should all seek to support his efforts and make sure he and other customers like him continue to be partners though the course of these advanced rate structures coming down the pike. Jason Rauch did assure me back in August that there were only about 200 subscribers, that CMP had already been contemplating retiring the rate all together, and that the rate was (and still is for that matter) not well aligned with today's load profiles or cost causation. These are points that might be communicated to Steve, whether OPA or GEO (in addition to CMP) responds to him. Please let me know how I can be helpful. Best, Rebecca

Note- Error message prevented adding this as an attachment RE: Investigation into Transmission and Distribution Utility Rate Design to Promote State Policies; Request for Approval of Stipulation, Docket 2021-00325- ReVision Energy Letter of Support Dear Mr. Lamphear: Pursuant to the Procedural Order dated August 23, 2022 seeking comments on Versant Power Stipulation in this matter, ReVision Energy, Inc. ("ReVision"), a non-party to this matter but one which has an interest in the proposed rate design, respectfully submits this letter in support of the proposed Stipulation. Thank you for the opportunity to do so. As a matter of introduction, ReVision is one of New England's leading full-service solar and energy transition companies. Since 2003, ReVision has grown to over 300 employee-owners with nearly than 50 megawatts and 8,000 clean energy projects installed to-date across New Hampshire, Maine, Massachusetts, and Vermont. Our primary mission is to help our customers wean themselves off fossil fuel and adopt clean energy and clean transportation technologies. While the proposed residential and commercial EV, heating and battery storage rates are not perfect, they further the process of allowing the utility to better promote and understand the potential impact of these technologies while giving consumers the opportunity to opt in. The EV Rate 2, in particular, could be very helpful assuming the separate meter cost and process can be streamlined for residential customers, as most EV drivers charge at home, overnight. Any reduction in operating cost will assist in vehicle deployment and complement state policies to transition to clean energy. Commercial EV usage rates that begin to address the obstacle of demand charges, whether resulting for level 2 charging or HVDC charging, are critical to furthering deployment of charging infrastructure given their impact on business models. My apologies for not having additional space to discuss further.
