The most important data is how much will this cost Maine ratepayers, plain and simple. The benefits spun up so far are very focused on select groups. When the benefits are swirled into a mixture of jobs, property taxes, and a select few suppliers, you can be sure such commenters know not what cost impact this project will have on ratepayers. The PUC is the judge and must comply with their own words, that the costs to ratepayers will determine whether this project receives approval. It will cost ratepayers upon approval and for many years to come. Prove me wrong, if you can.

January 25, 2023 Maine Public Utilities Commission 18 State House Station Augusta, ME 04333-0018 Re: Docket No. 2021-00369 Dear Commissioners Bartlett, Davis and Scully: I strongly support the LS Power and the King Pine Wind Farm projects under consideration by the Maine Public Utilities Commission (Maine PUC) as it will deliver a positive economic impact in my Senate District. The project also creates a long-desired connection between Northern Maine and our regional grid. While LD 1710 gained positive bi-partisan support and was successful to start the process the Maine PUC can solidify the momentum by authorizing the utilities to enter contracts for the remaining 60% of benefits and costs. Besides delivering low-cost renewable energy into the marketplace, both projects will introduce significant jobs in the entire region. Those include the direct jobs from construction activity and the indirect impacts on local suppliers. Additionally, the project will assist with stabilizing energy costs, and provide oversight for both development and operation with our state regulators. It's also important to recognize the expansion of property taxes in towns as structures are built and put into service. While the specifics will be forthcoming, we know both projects have significant taxable value to areas in the state where those funds can be critical to budgets that have been constrained by economic conditions. The Maine PUC has an opportunity to address a long-standing challenge with connectivity to Aroostook County and through the process create highly skilled jobs, new tax revenue and future opportunity within the region by added transmission capacity. If the PUC has the option to delay the decision on offered proposals, it should consider it as the ISO-NE market is in very volatile price swings, currently, up ticking into territory never seen before. Without realistic comparisons to a stable market, offers are easily skewed to look better than they will be a few years and political changes from now. If the PUC sees fit to reject all offers, as it has the option to do, even better for the ultimate payers of this energy and infrastructure from the county. A new wave of realism could just overtake the new legislature that understands the energy mess taking place in Maine, in part a result of an overactive and extreme reaction by past legislatures to rush wind, solar and battery storage into a grid not ready for such an onslaught of intermittent resources. 2022/2023 should be a "cool down period" awaiting what will settle out from policies made in the last few years.

"The Commission reserves the right to modify the RFP schedule and process, including modifications that allow the Commission to seek clarifications to or modifications of proposals, or to seek additional or modified proposals, consistent with the objectives of the Act." The wholesale market is in chaos. Prices are hitting highs never seen in previous years. The influence these inflated prices will have on proposals stemming from this act will logically be skewed abnormally high, therefore the PUC would be persuaded to safeguard the customers of Maine by delaying this RFP until the market settles back to normal conditions.
