The Commission's rulemaking simply does not go far enough in terms of establishing performance metrics. SAIFI and CAIDI are relatively meaningless metrics inasmuch as they average a year's performance over a large geographic area and fails to take into consideration the detailed level of analysis current technology avails. ONe could envision great performance on circuits in Portland cancelling out abysmall performance in rural areas. Maine has the highest penetration of smart meters in the country and significant substation automation. The combination of the two allows for very accurate assessments of perfomance in real time at the circuit level. The data is already there. Why not leverage it to establish meaningful standards? More importantly, why try and reinvent the wheel here when at least 16 other states have made tremendous strides in establishing 21st century performance based ratemaking? The PUC needs to look very carefully at leading states such as Hawaii. Hawaiian Electric Company is required to submit a 5-year plan that begins with fixed rates the first year and limits annual rate increases to three factors: inflation; unforeseen events; and a "productivity factor." The productivity factor is based on how Hawaiian Electric does in terms of customer experience, utility performance and desired societal outcomes. Their report card includes the following metrics: Customer Experience: affordability, reliability, interconnection and customer engagement Utility Performance: Cost control, effectiveness of integrating distributed energy resources; grid investment efficiency Advanced societal outcomes: customer equity; GHG reduction; promotion of EVs' capital formation; resilience. Hawaii is just an example. Other models merit examination, such as MN and the UK. The proposed standards are reminiscent of standards that were promoted in the 1990's, standards that utilities sometimes gamed to their advantage. Maine can do much better than this.
