Currently there isn't enough clarity on the costs to be considered on the OSFW project: the rate consumers will have to pay for electricity generated by this untested technology. On July 11 the PUC requested bids on this rate. Public Advocate William Harwood has concerns that the site's development costs should be ascertained before deciding on a bid. A research array requires millions of dollars to build a fully developed site. Yet there's no official Alternatives Analysis for site costs between Mack Point and Sears Island to date. According to reports, Sprague Energy's fully developed plan could save millions of dollars and can be ready two years sooner. The cost of destroying Sears Island's 100 acres of forests and wetlands for untested technology that could fail is incalculable. Last February Governor Mills eliminated Mack Point as an option, dismissing Alternatives Analysis updates. Cost comparisons in the Moffat & Nichols study (2021)relied on data generated from engineering firms dating back as far as 1983. Without updated bathymetric data, they positioned the Mack Point docks on shallow water which would require significant dredging. Sprague's updated plan locates the docks on deep water, reducing dredge requirements by 85%, costing about $50 million less. Sprague also offered to bear the expense of $30 million to improve the space on the designated site. Sprague has requested a re-cost estimate based on the corrected information, with no response forthcoming. Mack Point has most of the essential infrastructures already, reducing significant time and expense. Significant to electricity users: the Project Developer's profit margin from operating the terminal is based on the rate of return, i.e. the rate per kwh. Please wait for site Aternatives Analysis is completed before any further action.

I totally disagree with agreeing to a power purchase agreement with Pine Tree Offshore Wind. My husband and son are both lobstermen and offshore wind will destroy the fishing industry. You need to listen to ALL Mainers not just the ones that will give you the votes. It is wrong to pass the strand costs to residential customers and now this?!! How do expect us to pay for electricity if you take our livelihood away? Please reconsider this agreement . In a side note my husband and I installed a heat pump a few years ago. I had NOT helped our electric costs. It has increased our monthly cost. Since we stopped using it our monthly bill decreased by $172!!!

Please do not bring offshore wind to the coast of Maine. This has the potential to be an environmental travesty. We do not yet fully appreciate its impact on the sea and its creatures, including whales. Its impact on the lobster fisherman could be devastating. Let your conscious rule and just say no.
