I hope this "grid plan" is a fully engineered, designed and with hard priced contracts for construction. What incentive does CMP have if it "must spend at least x$" to use all the rate payers money for the project. What is the incentive for project efficiency? Rate payers should not be penalized for failure to manage resources well with includes incremental improvement every year not huge projects to recovery from poor resource management. CMP's continuous use of subcontractors to do routine maintenance and improvement work is conceerning. This means rate payers are paying a profit to the sub and to CMP for arranging for the sub. Most of the routine work should be performed by employees not contractors. Yes. you need extra help to handle storm damage etc. but the routine should be with employees. The use of contractors should be "pass through" i.e., dollar out dollar in, no mark up for administration.

Grid planning with only one accepted model Is not transparent nor is it democratic. Democracy in the face of ongoing dangers to the present Grid model needs to look at all alternatives and the costs associated, both present and long term. These discussions hopefully will insure, a steady stream of all clean energy under all conditions, will protect us from statewide cyber terrorist attacks, protect our grid once-and-for-all from climate extremes, and guarantee social justice and equity to rate payers and those of us that might be producers of electricity. Moving in this direction we'll be able to train and employ enough Maine men and women on-the-ground full time and not need to hire crews from all over the country and Canada that Maine rate payers have to pick up the bill every, every year for. With an all inclusive transparent process we can move forward employing new technological approaches that do not require long distance transmission and generation but begins the process of keeping generation and transmission local. To safe-guard outages, large battery storage and local micro grids would save wasting energy on long transmissions and lead us to a secure, fully clean, equitable, and climate friendly energy future.
