Specificity lies in a clear distinction between DER's (Distributed Energy Resources) vs. Locally Generated, Distributed, Stored Energy(LGDSE) systems. I see the term DERs as not specific enough term or even local. It seems to me that DER's can originate from anywhere: instate, out of state, or out of country. We have discussed on numerous occasions that long distance transmission and distribution is an energy wasteful approach. As much as 10% is lost in long distance transmission and this model often requires cutting our forests for new transmission corridors. There have been several options for climate and utility resiliency presented here; many of these require a serious look at LGDSE. The state of Vermont, our nearby neighbor, is also rural like Maine and they are now setting up home owner Battery Storage systems. National organizations (e.g., Lawrence Berkeley National Labs and Rocky Mountain Institute) have determined through research that LGDSE provides the best insurance against climate disruptions with the least amount of wasted energy, as reported by Inside Climate News. These organizations also show that the current, larger, national utility model is not moving fast enough and in some cases is blocking development of LGDSE systems. Our regional non-profit law organization (Conservation Law Foundation) has reached similar conclusions. A greater percentage of the electrical generation capacity needs to become Locally Generated, Distributed, Stored Energy(LGDSE) systems. That % can be a very be significant contributor to determine changes in load carrying capacities and onsite demand management. This approach demands that we generate a system that 1st focuses on LGDSE systems.

Brent McLaughlin 6 Lillian Way Scarborough, ME	4/5/2023	I hope this "grid plan" is a fully engineered, designed and with hard priced contracts for construction. What incentive does CMP have if it "must spend at least x$" to use all the rate payers money for the project. What is the incentive for project efficiency? Rate payers should not be penalized for failure to manage resources well with includes incremental improvement every year not huge projects to recovery from poor resource management. CMP's continuous use of subcontractors to do routine maintenance and improvement work is conceerning. This means rate payers are paying a profit to the sub and to CMP for arranging for the sub. Most of the routine work should be performed by employees not contractors. Yes. you need extra help to handle storm damage etc. but the routine should be with employees. The use of contractors should be "pass through" i.e., dollar out dollar in, no mark up for administration.

Democracy in the face of ongoing dangers to the present Grid model needs to look at all alternatives and the costs associated, both present and long term. These discussions hopefully will insure, a steady stream of all clean energy under all conditions, will protect us from statewide cyber terrorist attacks, protect our grid once-and-for-all from climate extremes, and guarantee social justice and equity to rate payers and those of us that might be producers of electricity. Moving in this direction we'll be able to train and employ enough Maine men and women on-the-ground full time and not need to hire crews from all over the country and Canada that Maine rate payers have to pick up the bill every, every year for. With an all inclusive transparent process we can move forward employing new technological approaches that do not require long distance transmission and generation but begins the process of keeping generation and transmission local. To safe-guard outages, large battery storage and local micro grids would save wasting energy on long transmissions and lead us to a secure, fully clean, equitable, and climate friendly energy future.
