Bartlett II, Chairman Patrick Scully, Commissioner Carolyn Gilbert, Commissioner? c/o Harry Lanphear, Administrative Director ?Maine Public Utilities Commission?18 State House Station?Augusta, ME 04333 Re: Docket # 2022-00342 Dear Commissioners, As the House chair of the Energy, Utilities and Technology Committee, I often hear about the need to cost effectively expand our clean energy resources while balancing that with the need to support our woods products industries as they transition to a newer economy. Our University is coming up with new products and new directions. The mills need to be able adjust and utilize the byproducts of their operations. This is precisely why I co-sponsored LD 1202 "An Act To Establish a Wood-fired Combined Heat and Power Program." in the 130th Maine Legislature. That legislation passed in unanimous and bi-partisan fashion to instruct the Public Utilities Commission ("the Commission")to administer a request for proposals. I have recently learned that no contracts were awarded, and I was wondering why. When Representative Theriault presented his bill this session before my committee regarding Ashland CHP I was working under the assumption that it was a viable candidate. I understood that it was sufficiently efficient and could assist with off site additional power? Having lived in northern Maine while working as a logger, I know that the economy is directly tied to the lumber industry. We legislators living further south need to support our fellow legislators in the County in their desire to create and support jobs, deliver key property tax revenues, and offer millions of dollars of direct and indirect benefits annually.
