I filed a form on this topic earlier but fear I was unclear. Here is what I meant to say: During the major state outages that began on April 4, CMP had been listing 85 outages in Kennebunk (out of a customer base of 1,694). This was early in the morning of April 4: from 6:37 a.m. until at least 8:22 a.m. At 9:07 a.m. Kennebunk's outages jumped to 145, at 9:52 it was up to 199, and the next time I checked (unfortunately I did not note the time) it was 1,693. That means every customer in Kennebunk EXCEPT ONE was out of power -- and i guessed I must have been that one, since I never lost power. That number stayed at 1,693 until at least 7:31 a.m. on April 6 -- so for almost two full days we were listed as almost the entire town out. HOWEVER, I wrote a comment on CMP's Facebook page on Friday April 5 noting the fact that I and the three streets i can see from my house all had power, and a CMP rep wrote a response to me wondering if other people on my street had power (my house is the only one on the street). My street was listed as having no power for almost two full days, as were the streets around me, even though I told CMP we had power. In the afternoon of April 6 my house -- and most of Kennebunk -- was finally removed from the list. I have two questions: 1. Why are the smart meters not reporting outages accurately? 2. If CMP listed most of Kennebunk as an outage when in fact the power NEVER went off and I told them about that, how many other "outages" were fake too? And is CMP inflating the number of outages just to justify the fact that it took them four days to get Kennebunk's small number of actual outages resolved?

During the most recent storm, CMP's outage website listed every customer in Kennebunk as having no power. My street and the three neighboring streets I can see from my house were listed, yet we all had power and in fact never lost it. I posted this fact on CMP's Facebook page on Friday April 5 and they responded by asking me if perhaps other people on my street are without power. I told them I am the only house on my street (it is in fact a private driveway -- and CMP must know this, so why is their rep asking me?). Two questions bother me: 1. Despite a CMP rep being told on Friday morning that at least four streets in Kennebunk listed as having no power actually HAVE power, on Saturday the website still listed all 1,693 of us without power, and still "assessing." CMP has not removed us from the outage list even when told we have power. Why? 2. CMP sold us on their "smart meters" by saying they would make outage reporting faster. So rather than "assessing" us for two whole days, can't they just look at their meter information in the office and see that we all have power? The cynical part of me wonders if perhaps CMP wants the outages to be higher than they really are in order to justify a slower response time. I wonder how many other towns are listed as being 100 percent in the dark, and are not. Or maybe they are just that clueless and incompetent. Either way, can an investigation be initiated? Customers are being forced to pay for negligence. Most CMP outages are fully preventable but ever since the late 1990's when CMP downsized and outsourced vegetation management and most new upgrades customers have suffered with outages and price increases. CMP has millions to spend on tv and social media advertising but spends hardly anything replacing old, antiquated equipment and poles. Forcing customers to suffer more price increases to pay for upgrades and storm response is irresponsible. CMP brings in hundreds of outsourced crews each storm and most of them never are used to respond to outages because CMP does not have the logistics capable of deploying that many crews. Outsourcing is expensive and unproductive! Let CMP pay for the disaster they have created with poor management decisions.

The idea of subsidizing repairs to the tune millions of taxpayer dollars to a FOR PROFIT company (over drop a) that makes billions in profit every year is absurd. We can't afford real health care or affordable housing or functioning public transportation but we can give a hand out to a company that neither needs nor deserves it? Let's not forget that this same company had millions to spend circumventing the will of the taxpayers in this state

Regarding CMP/Avangrid/Iberdrola's request for reimbursement for repairs to then be passed on to ratepayers I have this to say. Iberdrola's 2023 profits were 4, 800,000,000.00 euros or 5, 210,160, 000.00 dollars. That equals five thousand two hundred ten millions of dollars of profit. Over 5000 millions. They can afford a million or two in repairs. Allowing Iberdrola to pass the buck to customers would be corporate welfare. Paul Cunningham South Portland
