5/27/2024 Commissioners and Staff, Maine Public Utilities Commission Re; Docket 2024-00078, Versant tariff increase Honorable Commissioners, I write you today on behalf of the Haystack Mountain School of Crafts in Deer Isle Maine. The Haystack Mountain School of Crafts is an international craft school located on the Atlantic Ocean in Deer Isle, Maine. Founded in 1950 as a research and studio program in the arts, Haystack offers one and two-week studio workshops to participants of all skill levels as well as the two-week, Open Studio Residency program, exhibitions, tours, auctions, artist presentations, and shorter workshops for Maine residents and high school students. Versant's proposed rate increase will place an undue burden on Haystack, as well as any other ratepayer in our M-2 rate class. A 1000% increase on the stranded cost portion of our bill is egregious. That the Commission would consider allowing such an increase with little notice is beyond comprehension. Haystack operates on an annual budget, as do most organizations. Our budget is developed over the summer and approved by our Board of Trustees in October. Our fiscal year begins November 1st. It is extremely difficult to make adjustments like that in the middle of the fiscal year. It is ironic that Versant is using the shift to renewable power as an excuse for this increase. In the long run, distributed renewable power will make the grid easier to manage. That Versant seeks to punish ratepayers to subsidize needed improvements to their power grid speaks to Versant's desire to provide greater profits to their shareholders. It is my sincere hope that the Commission is able to moderate and postpone this rate increase so that ratepaying entities will be able to manage the increased costs in a responsible manner. As of January 1, 2024, according to the the the Maine. gov Maine Public Utilities website, Versant Power Bangor Hydro District (BHD) is now charging the highest rates for electric delivery in the state except for several islands off the coast of Maine. The Versant BHD delivery rates are 40% greater than CMP delivery rates. Municipal owned electrical utilities delivery rates are significantly lower than all CMP and Versant rates. We have had to tighten out belts when prices increase. I have spoken to many people in the Versant Bangor Hydro District and they feel that the current rates are already unaffordable, let alone the increase which is proposed for next year. Anyone can justify price increases. It takes real leadership in an organization to reign in unnecessary costs to reduce expenses. Maine had the fifth highest electricity rates in the country at 28.04 cents/kWh in Dec 2023. That is an increase of 25% compared to the rates in Dec, 2022. (Source: US Energy Information Administration) We lose power more often now than in years past. It is for longer periods of time. Many people have purchased automatic generators (at a significant personal expense) as a result. Nothing seems to be getting better, yet rates go up and up. The best aspect of Versant is the skill and dedication of the skilled workforce in the field. Electricity is a necessity and not a luxury. It is interesting to note that in Sept, 2023 the average cost of electricity in New Brunswick, Canada was 13.9 cents per kWh. People who live in Kennebunk, Maine receive electricity from a publicly owned electrical utility and pay 2.1 cents/ kWh for delivery. Our delivery cost is almost 8 times their delivery rate cost. I ask that the Maine PUC can ask the electrical companies to reign in their costs the way Maine residents have to do to keep their budgets in control. Do not allow Versant to keep increasing delivery fees.
