Mid-Maine Chamber of Commerce (MMCC) has concerns that the current focus is not on Maine's power needs for its businesses but seems to be distracted by this 82% vs. 100% ownership discussion. At MMCC, we trust the PUC to govern CMP's operations given that there are 59 conditions related to CMP's operations, established in 2008, when Iberdrola maintained 100% ownership of CMP. Those conditions remain in place, and MMCC sees no risk to returning to the previously approved ownership structure as it worked fine before. What we do see is the potential impact that the largest renewable energy company in the world with 100,000 MW of installed or planned renewable energy capacity can have on Maine's clean energy future. Again, the focus should be around coming together that rather than arguing about this slight change in ownership. Mid-Maine Chamber's members are focused on reliable, affordable, electricity service -- clean whenever possible -- and that's where efforts should lie. Thank you. .

I understand that Our Power Maine, as represented by Mr. Seth Berry, has been granted "Intervenor Status" and as such is crying financial hardship and requesting substantial compensation from we the Tax Payers via the PUC. This is outrageous! Our Power was soundly discredited in the last election (by a 2 to 1 margin) and their financial hardship is a direct result of how bad they did at the ballot box, how lousy their ideas are, and the resultant inability to raise donations. I urge the PUC to save the Tax Payers of Maine from this extortion and turn down this craven self interested request -- which no doubt would only go to fund more bad ideas from Mr. Berry, Mr. Hempling, and the other folks over at Our Power.

There was an article in the Press Herald awhile ago about how the PUC is overloaded. Reopening this whole question of whether Ibedrola can own Avangrid seems like a waste of time. Been there done that.

The following comments are submitted on behalf of the Associated General Contractors of Maine (AGC Maine) on docket # 2024-00117. AGC Maine is a statewide construction trade association. AGC Maine agrees with the Maine Public Utilities Commission's (PUC) initial decision to waive the process in this exemption request and believes that a prolonged and litigated process is unnecessary. Recently, the Federal Energy Regulatory Commission (FERC), approved Iberdrola's acquisition of the remaining 18.4 percent of the outstanding shares of Avangrid. AGC Maine believes the PUC has the capacity and authority to adequately evaluate and determine the outcome of the request and continue to provide the necessary oversight of the utility. The existing docket provides an opportunity for both intervenors and members of the public to post comments that can be considered by the PUC's staff and Commissioners. A full litigation of the transfer is not warranted and appears to be based on a political agenda rather than the practical application of precedence in these matters. Given the PUC's depth of knowledge and experience in regulating the utility we feel they are best suited to determine if additional liabilities existed that would impact both consumers and industry partners in this matter. Some opponents have described the waiver as a "free pass" but that ignores and discredits the regulatory body charged with review. As a regulated industry, the process of staff reviews and the experience of the Commission is fully capable of providing the necessary inquiries. AGC Maine also believes that providing "funded intervenor status" for Our Power, given their past ability to raise funds, was unwarranted, we still remain confident in this process and the PUC as the regulatory authority will hold the utility accountable and provide the necessary due diligence.

Comment: Iberdrola already owns almost all of Avangrid. I don't see how owning an extra 10 or 20% makes any difference at all. Our Power and their supporters say this represents some sort of change in control, but doesn't Ibedrola already "control" Avangrid?

Can we focus on the benefit of Iberdrola ownership? Iberdrola is the largest renewable energy company in the world with 100,000 MW of installed or planned renewable energy capacity. The company has also invested $3 billion in Maine's power grid. I would argue those facts are more important to CMP customers than whether Iberdrola owns 82% or 100% of CMP. Let's lean into the benefit of cleaner energy and a stronger, more resilient grid under Iberdrola ownership. That seems a better idea than creating confusion among customers and a longer, more costly regulatory proceeding to decide whether to return to a business model that has been previously approved.

As a nearly life-long Mainer and a long-time employee of Central Maine Power (38 years), I am struck by the lack of focus on what really matters here. First and foremost, CMP is a regulated utility. In 2008, the PUC established conditions to ensure that CMP customers would not be harmed by Iberdrola's ownership. Those conditions remain in place, and, in fact, the Company is simply seeking to return to an ownership structure that was previously approved with these conditions. What should matter to our politicians and others trying to influence this decision is Mainers and their energy experience. CMP is a locally-managed Company full of hard-working Mainers that show up every day - even during the worst storms - to make sure customers have the power they need. Our parent Company supports our mission with $3 billion of investments in our power grid. That's what matters to customers.

Iberdrola's plans to buy out Avangrid and take the company private would be a sketchy deal for Maine people. It is especially concerning for those of us who are customers of CMP and have felt the impact of decisions based on corporate profit rather than reliability and customer service. It is extremely alarming that Avangrid would no longer report its financial information to the U.S. Securities and Exchange Commission. This would be an enormous loss for public transparency, making it even harder for the public, reporters, and regulators to hold our utilities to account. 100% ownership by Iberdrola, one of the biggest energy companies in the world, would be a black box. We are all well aware that corporate interests seldom align with the public good. The Maine PUC has a responsibility to fully investigate and understand the implications for CMP customers, including low-income families and local business owners, over the short and long term. It's clear that this $2.5 billion deal was not concocted with the interests of Maine ratepayers in mind. If it does not benefit the people of Maine it should not allowed to go forward. Thank you for the opportunity to share my opinion on this matter.

I am a physician who has practiced in Maine for 35 years. I am particularly concerned about the effects of the growing climate crisis on human health, particularly the most vulnerable among us. Ever since CMP was bought by out-of-state corporations, Maine citizens have faced significant challenges, which seem to serve the interests of profit-motivated companies rather than the citizens of this state. So, the last thing the Public Utilities Commission needs to do is give the green light for the proposed takeover of CMP's parent company without fully scrutinizing the impact on Maine people, businesses, and our environment. In recent years, winter storms, fueled by climate change, have wreaked havoc on our outdated grid, causing hundreds of millions of dollars in damage - all charged to Maine ratepayers. At the same time, huge amounts of "dark money" are being funneled into Maine to fund disinformation campaigns against renewable energy sources such as off-shore wind and solar. If CMP is fully privatized, what little transparency as to the sources of these funds is likely to disappear completely. The Public Utilities Commission needs to stand up to these corporate interests and guard the needs of everyday Maine families. They need to make sure the interests of Maine ratepayers are served by this corporate deal. I urge the PUC to fully investigate the impact this privatization scheme will have on Maine people.
