As a small Quasi-municipal utility district, the LWSD feels that the current allocation of cost among the various rate class divisions is unfair with regards to the new "Public Policy Charge". As part of a recent plant upgrade at our wastewater treatment facility a decision was made to purchase a transformer as part of the service entrance upgrade, so that we could take advantage of the more economical EP rate structure rather than the standardized ES rate. With the 7-1-24 introduction of the "Public Policy Charge" the ES rate is now more economical due to the lower PPC of $678.64/mo. compared to the $1,827.87/mo. PPC assessed to the EP rate class. At the LWSD we pride ourselves in doing everything possible to keep cost low for our ratepayers, which is very difficult when an annual increase of just under $22,000 is assessed on just one electrical service account. Like other municipalities, we are further impacted by these new charges because we have multiple facilities throughout our community each with a separate electric service and Public Policy Charge assessed to each account. LWSD has made a request to Versant Power to switch to the ES rate but would have to relinquish ownership of our 1000KVA transformer and possibly incur other cost associated with switching over the metering equipment on our electrical service for this plant. It seems unfair to assess these unbalanced fees on business and municipalities that are just trying to keep cost low for their customers, tax payers and rate payers.

Maine Commercial Tire has been assessed by Versant Power via a Policy Charge, that will add an additional $10,000 a year in electrical expense. We retread truck tires for the commercial trucking industry and our competition is from New Hampshire. We already have to pay sales tax on our usage and now we are saddled with this Policy Charge which puts us at a competitive disadvantage with retreaders from New Hampshire. Our customers can only pay so much for their tire needs and if they can get them cheaper elsewhere, then that's what they will do. And since we service the trucking industry, the devastating impact this will have on manufactures' who also have to compete with Canada and other states will definitely have an adverse effect on the amount of product being shipped out of our state; less trucking will not be good for our company. We are not against green power, we consider ourselves a green company because we recycle 34,000 tires a year by retreading them; but Business 101 will tell anybody that buying something for .20 cents and selling it for .05 cents makes no sense. At some point the folks in Augusta need to realize that Maine businesses do not operate in a vacuum we need to be able to compete on a national level. We find these charges to be unfair, and unsustainable in the long run and something needs to be done. It shouldn't be businesses responsibility to shoulder this expense.

I am the owner of Milo Chip LLC located in Milo, Maine. Recently the legislation passed changes to the way Versant Power is billing for electricity consumption. On my most recent electricity bill there was a Public Service Policy Charge in the amount of $6,002.29 and this fee will be assessed each month to my invoice. Last month I only used 36,000 KW of electricity and the public service policy charges exceed my electricity charges. Due to the unforeseen impact this has had on our ability to operate I will be forced to close my mill down and place my employees on unemployment. These charges will cost me an additional $72,000 per year in expenses. Unfortunately, I have no other options to absorb this increase, and it is also unfortunate for my employees and their families. Messalonskee Stream Hydro is submitting this comment to object to IECG's supplemental response to procedural order filed on 8/5/24. Specifically, we object to IECG's request to include into the record for this docket, the responses to EXM-012-001, EXM-012-002, and EXM-012-003 from 2023-00230. Those responses were provided by Messalonskee Stream Hydro which is not a party to 2024-00137. These responses were filed as confidential business information. Though IECG states that "counsel will agree to reasonable confidentiality agreements", we are uncertain how we could negotiate and enter into such agreements as we are not party to the docket. We agree with the procedural order issued on 7/30/24 which stated that our discovery responses from 2023-00137 should not be considered in this docket. IECG has also not justified why these responses are necessary. EXM-012-001, especially, is irrelevant to the current proceeding. We appreciate the Commission's consideration of this comment to inform their decision regarding IECG's request.

The sawmill industry is actually the perfect case study for how these policies are affecting investment. It is a mature industry, that competes on a global scale, and has traditionally been power and labor intensive. The movement from the Pacific Northwest, BC and basically every where else to the South highlights that money goes where it is wanted. Companies can outsource call centers etc. to lower cost areas, but Maine's sawmill industry cannot move the Trees. We are the ones who will continue to slowly lose ground as we are continually made to be less competitive in our commodity focused industries. Maine cannot consume the lumber that is grown and made in this State every year, it has to be transported to Larger markets, most of which are closer to the South, where we already lose when it comes to fiber costs, transportation costs, power costs, and labor costs. In the end however, the industry will continue to consolidate as more mills shut down in this State, (look at the trend over the past 20 years) Loggers and Landowners will have fewer options of where to put the logs, until the export market becomes an even bigger factor than it is now, and the sawmill industry will go the way of the shoe industry, the textile industry, the canning industry, the paper mills and all of the other proud Maine based industries that have mostly gone away due to economics. It is sad that in this case it is being hastened by the same people that we elect to help us. We will truly become Vacation Land at that point, as the work will be done elsewhere. I believe Solar power has a place in the state's power profile, but its investment should not be carried on the backs of the large manufacturers who provide foundational jobs to residents and keep so much our money in this state.
