Scenic America is grateful for the opportunity to submit comments on the Maine Public Utilities Commission's inquiry regarding strategic undergrounding of utility wires. We believe that the Commission's goal to expand clean, renewable energy while also improving the grid's reliability and resiliency can be furthered by strategies of undergrounding and co-locating high voltage direct current (HVDC) transmission lines and distribution lines, which align with our goals of scenic and natural conservation. In section IV of Docket # 2024-00191 I agree and encourage the PUC to formally pursue all #'s 1-12 Stakeholder and Utilities questions and create an immediate action plan to reduce the overwhelming outages experienced in Maine. In addition to those questions I would add: -Should the utilities companies be responsible for covering the cost to install whole house connected generators and the cost to supply them with fuel during outages, ie propane or gas. (This would be in addition to Tesla type Powerwall units as battery backup.) -Should utilities provide to customers energy cost credits based on an outage per hour basis, eg. $3.00 per hour energy credit for each hour of lost power. -What is the impact on home electrical appliances, computer equipment, EV vehicles connected for charging that repeated brown outs and power outages have on those items and does the utility bear some or all responsibility for replacement or repair due to their degradation and/or failure. Since 2020, as a customer of CMP - only 20 miles from the state capital of Augusta-, I have lost power 41 times for a total of 515 hours, an average of 128 hours a year, almost 11 hours per month. This is the United States, not a third world country. This needs to be remedied.

I find Versant's 10+ power outages annually, sometimes lasting more than 24 hours, unacceptable. Could they be fined $____ dollars per minute times customers affected, every time there is an outage? They send big profits home to Canada each year, as they proved when they spent $13 million to campaign against Pine Tree Power referendum. This is clear evidence Versant can afford to invest more in equipment and crews.
