PLEASE SEE ATTACHED COMMENTS DOCUMENT Paddle Energy LLC is a distributed energy generation development company with offices in ME, NC, SC, and NJ. Paddle Energy was founded with the goal to develop distributed solar and storage projects that make renewable energy accessible to local communities. We focus on distributed generation knowing that smaller sized projects with a dispersed geographic placement result in greater grid resiliency and increased energy security. Because of this, we believe distributed solar and energy storage provides the most benefits to energy users, landowners, partners, and communities as a whole. Paddle has 20 solar, solar + storage, and standalone storage projects in development in Maine. Due to our Maine presence, as well as our commercial interests and expertise, we look forward to helping the PUC find ways to achieve Maine's stringent energy goals.

The Alliance for Climate Transition ("ACT", formerly known as the Northeast Clean Energy Council), the Maine Renewable Energy Association ("MREA") and RENEW Northeast ("RENEW"), (collectively, the "Clean Energy Trade Groups") appreciate the opportunity to submit joint comments pursuant to the Public Utilities Commission ("PUC") Notice of Inquiry into Energy Storage Reports dated May 9, 2025. For Maine to continue to advance its clean energy and climate goals, the development of energy storage must be a key component of the state's policies and programs. Energy Storage can provide many benefits to the electrical grid in Maine in several ways and in several locations. Securing this wide variety of benefits may not always be accomplished through a single incentive or contracting structure. The Clean Energy Trade Groups recommend that the Commission pursue a timely, straightforward and simple approach in this initial procurement. While our comments are in response to the Commission's specific questions, we believe the focus of this procurement should be structured as simply as possible to ensure the success of bringing this first phase of storage to fruition. The Clean Energy Trade Groups recommend that the Commission move expeditiously towards this procurement given the federal tax credit incentives that are currently available, but in jeopardy-and the ISO-New England ("ISO-NE") Interconnection Process, which can be the most time consuming and costly aspect of bringing new energy resources onto the electric grid. Given the unfortunate likelihood that federal tax incentives may not be available after 2028, it is imperative that state policymakers take all available measures to enable deployment of clean energy resources while those incentives are still available, as maximizing federal incentives is one of the statutory objectives of a Maine storage program.

Please note our response to Docket 2025-00148 addresses long duration energy storage of thermal energy. The RFI and supporting research documents are focused on grid-scale, Lithium-Ion batteries to be deployed "in front of the meter". We request that Maine PUC consider expanding their definition of energy storage to include high-temperature, thermal energy storage (AKA- thermal batteries). They will provide similar benefits for the utilities, ISO grid and end-users. They also provide another method to support the State's goals on decarbonization and climate impact. To best illustrate these benefits, we also included a concept paper we submitted in 12/2023, in response to DOE FOA 3195 titled "GRIP".

On behalf of the Long Duration Energy Storage (LDES) Council, we respectfully submit the attached comments in response to the Maine Public Utilities Commission's Request for Information on the design of the 200 MW energy storage procurement program (Case No. 2025-00148). Our comments emphasize the need for a technology-neutral and duration-inclusive framework that recognizes the critical role of long duration energy storage (LDES) in ensuring grid reliability, enabling deep decarbonization, and meeting Maine's 100% clean electricity target by 2040. We urge the Commission to consider procurement models that reflect global best practices, such as those in New South Wales, the United Kingdom, and Massachusetts, and to ensure that commercially available, multi-hour LDES technologies are fully eligible to participate. The LDES Council remains committed to supporting the Commission's efforts and would welcome the opportunity to provide further data, case studies, or policy guidance as the program evolves.
