CMP has previously forced small-scale dg projects into complex, expensive, and time-consuming cluster studies. The current system has proven to be more than adequate for evaluating the localized impacts of projects under 1 MW without creating unnecessary gridlock. The proposed "Feasibility Screen" and subsequent default to the ASO Cluster Study process represent a redundant roadblock not common for interconnecting projects and is aimed at killing or reducing solar development in Maine. Currently from ourselves and several other developers, we pay roughly $600,000 just to clear the interconnection process and upgrades. Forcing sub-1 MW projects into full regional cluster studies, drawing out the process for potentially years, and adding on additional costs for the solar projects alone to bear, is an unreasonable approach. This will make it near impossible for Maine to search its target renewable goals by 2030. As the proposed language states, smaller projects failing this screen will be forced to adhere to the exact same system upgrade and study cost allocations as large scale projects. This is a cost-prohibitive penalty on small businesses. I respectfully ask you to reject the proposed January 1, 2027 modifications to Section 60 concerning projects under 1 MW. Small, localized generation should continue to be processed under the standard, proven individual review track rather than being punished by a process designed for bulk power systems. For years, CMP has attempted to force small-scale distributed generation projects into complex, expensive, and time-consuming cluster studies. The current study system has proven to be more than adequate for evaluating the localized impacts of projects under 1 MW without creating unnecessary gridlock. The proposed "Feasibility Screen" and subsequent default to the ASO Cluster Study process represent a redundant roadblock aimed at stifling solar development in Maine. The financial reality of developing small-scale solar in this state is already incredibly steep. On average, a developer pays roughly $600,000 just to clear the interconnection process. Forcing sub-1 MW projects into full regional cluster studies simply because a substation's remaining capacity falls below an arbitrary threshold is unreasonable. As the proposed language states, smaller projects failing this screen will be forced to adhere to the exact same system upgrade and study cost allocations as massive, multi-megawatt projects. This is a cost-prohibitive penalty on small businesses. We respectfully ask the Commission to reject the proposed January 1, 2027 modifications to Section 60 concerning projects under 1 MW.
