I'm sorry I was unable to attend the public conference on October 9. I have previously submitted concerns regarding the exorbitant price hike requested by Pine Springs Water without clear explanation or prior notification to residents. I strongly urge the Commission to closely review and provide strong oversight of this request. Without regulatory accountability, residents are effectively held hostage to unilateral cost escalations and the decisions of an individual operator without appropriate checks or transparency. This situation is distressing to many in our community, both financially and emotionally, and it has a direct impact on the value of our homes. There is no evidence of reasonable infrastructure upgrades or service improvements to justify such an extreme increase. I respectfully ask the Commission to carefully investigate the basis of this rate change, ensure transparency, and protect residents from unjustified financial burdens. Thank you

Considering Mr. Fisher is the only employee of Pine Springs Roads & Water LLC I do not see how he can give himself a $14000 raise when he has done nothing to fix the section of road he tore up to find a leak that he misdiagnosed over a year ago. He has also been relentlessly untransparent with billing and showing the community the pump station "upgrades" he has preformed. I understand he is also applying for an increase in chemical rate. This is unacceptable as well. I understand that chemical prices fluctuate which can be hard for a small facility, but as a municipal worker for a small community myself I know that there are CO-OPs you can join to get a better rate and also other suppliers to purchase from. I do not feel this man has any intention of using any of the proposed rate increase for anything other than his own means. The water pressure consistently drops which is a sure fire sign of poorly maintained pumps. You can clearly see in his application that he is more focused on his own income than providing the community with clean, drinkable, affordable water. Thank you for your consideration of my concerns.

I do not support a rate increase for Pine Springs Roads & Water. We already pay some of the highest rates in the state of Maine. We have owned property in pine springs for approximately 11 years and nothing has been done to the existing system for improvements other than a new storage tank. I would consider storage tanks a normal wear item, the same as replacing a pump or electric motor. It should not justify a rate increase. Money should have been put aside for capital improvements not rate increases. If PSR&W digs up a road to do emergency repairs Mr. Fisher does not repair the asphalt. The Pine Springs Neighborhood Association has had to take legal action against PSR&W to try to get the main road by the mailbox's repaired. This has been going on for on for roughly a year. I would like some transparency and see where the money we're already spending is going. If anything I would request a rate reduction. I do not believe that PSR&W should be the covenants enforcement agency that they believe they are. The HOA folded at Pine Springs many years ago yet PSR&W has decide they are the enforcers of these covenants. PSR&W should not be using the moneys that the hard working people in pine springs pay for water to pay for the legal fees for convents enforcement. It should be used for the water systems. If any individuals have issues with their neighbors they speak to them and work out their issues not threaten to run to court because of kids wanting to put a tent on the beach and camp out for the night, or chickens, or something minor that doesn't offend anyone else in the neighborhood. Most of us try hard to get along and it shows in the nice neighborhood we have not because of the convent's enforcement.

We had a price hike last year. We pay one of the highest rates in the state on Maine for water. We would like to understand why such a huge amount is requested that will personally create hardship on us. This is not a small amount! The operating hours for pine springs roads and water are Tuesday and Thursday from 9:00am- 1:00, other than that they only do emergency repairs. There are no active maintenance and upgrades to the water system. The road in front of the mailboxes was destroyed last year to fix pipes and was never fixed. The strict minimum is done to keep the water flowing and yet we see a huge price hike. There is no explanation as to why this price hike is needed and no communication with the residents. We are aware that the owner of Pine Springs Road and Water regularly sues residents. We are concerned that legal fees may be added and paid for by the residents when other means of mediation could resolve issues. We strongly oppose this huge price hike.

Additional documents one a posting Chris made in our Facebook community with the real reason for an increase. He wants to enforce unenforceable covenants such as no campers on our own driveway and no kids camping on our own property. He thinks he the "enforcer" of covenants even though Pine Spring development dissolved ages ago.
