Having just recently become aware of CMP's plans, I am deeply concerned about the impacts on my North Deering neighborhood. Like many of my neighbors, I have a few questions that should be addressed publicly: Why did CMP not communicate with us or let the neighborhood know in advance of their plans? What is the rationale for such an intrusive expansion in a suburban neighborhood with small lots in close proximity to each other? Have the impacts to the forestry, wetlands and wildlife been studied? What are the health and safety implications of the project for our community, especially the many houses that are very close to the current and planned lines, many of them with small children and pets. Have ALL potential alternatives been considered (such as underground lines through this small stretch, or relocating the lines along the railway/highway)? I feel very strongly that the project should be put on hold until the full impacts to our communities have been assessed and explained and less disruptive and intrusive alternatives given serious consideration.

I live on Alpine Drive in Falmouth and the proposed power lines would impact my neighborhood and my child who attends the Falmouth school system. The proposed transmissions lines are entirely inappropriate to be run through these communities. The manner in which this proposal has been moving forward, effectively "under the cover of darkness", speaks to the lack of integrity in how the needs were determined, the alternatives considered, and the community engaged. I have concerns about impacts to health, property values and neighborhood character. There are several criticisms as to the need for this project (e.g., history of poor demand forecasting, weak consideration of alternatives), and CMP owes the public answers to those specific points without attempting to distract with corporate talking points that actually evade the questions.

My name is Brendan Nowak, and in my spare time I research restoration ecology, sustainable forest managent and do habitat restoration involving the removal of invasive plant species and planting of native plants. I am deeply opposed to the CMP corridor project, which I will not refer to as the NECEC since the name is clearly being used as a green washing tactic to gain public favor. While I support infrastructure upgrades that benefit the public and industry, this project is clearly being used to increase CMPs and HydroQuebecs profits, while putting the burden on rate payers and federal funding from our tax dollars to fund this project. CMP has made it very clear that they aren't interested in providing effective power transmission at a reasonable cost, but are purely focused on increasing their profits to give to their executives and funnel Mainers money into foreign stock holders, like the Qatari royal family, who owns the largest share of Iberdola stock. I am also deeply concerned with the greenwashing rhetoric being used by CMP to justify their forest management practices around the corridor project, which is not following the guidelines originally put in place by the Maine DEP, which would require 50,000 acres around the project to be set aside as future mature forest, without commercial harvesting. What has now been approved is not sustainable forest management, but is rather using greenwashing rhetoric to claim they are conserving forests, they plan to harvest in the future, which will not allow trees to grow to true maturity, which is critical habitat for threatened species such as the pine marten. The corridor runs through the largest unfragmented forest east of the Mississippi river, which is a huge loss for western Maines ecology. The corridor project at least needs to be put on hold, until CMP can come up with a new development plan that makes forest conservation as a priority, as well as agreeing not to put the cost of development on rate payers.

Please take the time needed to look at any alternate ways that this project could be done on behalf of any property owners that this will impact. It reminds me of how lucky we are having laws that ban Bill Boards on our highways. The proposed plan by CMP will be an eye sore in our neighboring communities and in Falmouth. Thank you. John Tanner

Greetings: I live approx. 300 feet from the CMP right of way. Although I am supportive of the needs for A) additional electricity in the area, and B) more reliable electricity for all consumers, I am concerned by several aspects of this request for approval. I am concerned that CMP may not have adequately or correctly considered other alternatives, or the profound economic impacts to the abutters and ecosystem, by expanding the right of way and increasing pole heights. Some thoughts I have on alternatives are as follows, but I cannot determine from the submitted material whether these have been considered and the costs adequately considered. First, the St Lawrence and Atlantic railbed has sat unutilized for more than a decade. Burying cables under the former railbed removes the visual clutter of overhead towers and protects lines from high winds and ice, and is a more direct route to Portland. Although undergrounding can cost 10-15 times more than towers/lines and complicate repairs, a former rail bed does not have the same construction risks and costs of raw land. Moreover, by undergrounding in concrete casements with periodic manhole covers for repair access, the railbed allows for a much lower cost of installation and repairs, and if deep enough in the bed would allow for future rails to trails use if desired. Can the railbed be taken by eminent domain for this purpose if it is not yet publicly owned? Second, has CMP considered reconductoring. Replacing traditional wires on existing towers with advanced conductors-such as Aluminum Conductor Composite Core cables-can double or triple power capacity at a fraction of the cost and time of new lines Third, is CMPs cost analysis accurately capturing all economic costs, including property devaluation, carbon loss from tree removal, hydrological alterations, habitat loss, invasive species expansion, increased storm runoff, less photosynthesis with fewer trees, etc., etc. Thank you. I purchased my property in '97, fully aware that my deed granted an easement to CMP for a small power line, and a corridor of 100'. This easement covers the back 1/3 of my lot and was granted back in 1949 by the landowner at that time.I have maintained a lawn and gardens beneath the line for the enjoyment and benefit of my family. The proposed project would dramatically alter that agreement, expanding the corridor by 50%, which would extend to the edge of my back deck, and eliminate numerous trees, shrubs and landscaping, as well as dramatically changing the aesthetics of the backyard due to the size of the new poles. Additionally, I am concerned regarding the inherent safety risks of a high voltage powerline, and the utilization of herbicides in the area. Also the estimated potential reduction is my property value is in excess of $400,000. CMP sent a mailing to me as an abutter in the fall of 2025, and I went to the website, called CMP, and could get no specific information as to the nature of scope of the project. Since that time, I heard NOTHING regarding the issue until I was made aware of it in September 2026 by a group of concerned residents. CMP sent me a letter dated 9/16/26, to let me know the application was complete, and in that letter indicated that they had hosted a series of workshops for stakeholders to learn about it and provide feedback. I received NO notice of anything of that sort from CMP. I feel that CMP has been purposely opaque regarding details and impact of this project, why a project of this size is necessary, what alternatives have been considered, in order to limit negative input from residents like myself. Please DO NOT approve this project as it stands, and require CMP to be much more forthcoming regarding information about it, and how I would be impacted and compensated for any negative value. I am not inclined to grant a 50% increase in right of way easement, as it would destroy the lovely property I call home.

I strongly oppose this massive power line project running so close to homes, schools and through Falmouth. The impacts to our neighborhoods, schools, children, environment, and community are significant and deserve far greater consideration. The lack of communication and transparency from CMP to Falmouth residents is deeply concerning. I only learned about this project through neighbors. Residents deserve to be informed and meaningfully involved in decisions that could permanently affect their community. Alternative routes and solutions must be thoroughly explored, including the possibility of placing the lines underground along existing railroad corridors. Creating this level of disruption in the middle of our town, without adequately exploring less damaging alternatives, is unacceptable. I live very close to Falmouth Land Trust trails where these lines would be placed and the long term impact to the community trails and neighborhoods deserve serious consideration.
