I oppose CMP's proposed 115 kV corridor through Cumberland, Falmouth, and Portland, and the rebuilt lines and substation work in Westbrook and Yarmouth. I do not want this project at all. The need has not been proven. CMP built its case on ISO New England's 2024 forecast, cut twice since. Maine's Public Advocate warns CMP's forecasting may overestimate load and drive unneeded investment. CMP keeps changing its story. In September it cited future load growth; in October it told Portland councilors the need exists today. A project this large deserves one clear justification. The real problem is maintenance. A worn-out part at Elm Street cut power to 28,000 customers; an 80-year-old line failed in 2023. Fix the failed equipment and replace the old lines. Reliability does not require a new 110-foot line through our neighborhoods. The costs fall on the towns. More than 2,100 properties sit within 1,000 feet, within the range the Northern Pass study found affects property values. The corridor even cuts through land Falmouth is considering for a middle school. CMP profits on every dollar it builds, so its incentives are not ours. I ask for an independent review of need and a genuine look at alternatives. But my position is clear: I do not want this project at all.

Another CMP project quite literally bulldozing ahead without even bare-minimum forethought, scientific evaluation, or data-based research into any alternatives. Here they go again, plowing through the land instead of working with it to ensure the integrity of existing habitat and ecology are preserved. I live near the powerline corridor in West Falmouth and I can attest to the haphazard working methods these crews employ, with no considerations for surrounding property. When they come to do any type of regular maintenance or extended project upgrades. Native species and undergrowth are destroyed with an astonishingly careless rigor. The path CMP is currently proposing in the central part of town is negligent in its considerations for wildlife, residential life, and ecosystem protection and will cut directly into necessary feeder streams and waterways as well as the surrounding support landscape that ensures the health of the nearest estuary at the Presumpscot river mouth. Crews (local or outsourced, either way it doesn't matter), replaced existing line poles over this summer (2026), which I monitored closely on a daily basis. I will attest that the work was completely and utterly unnecessary. The new poles stand side-by-side to existing poles, which by comparison are in absolutely fine and well-sustained working state, and are in no way in disrepair. The new poles are an eyesore, for no apparent reason are twice the size of the old structures, with I'm sure a marginal difference in function or relevance. This is yet another excuse for CMP to claim upgrades are warranted and upcharge us all. This company seeks no path but one. They should be mandated to provide multiple options for every project they propose instead of excusing away their lazy inconsideration. They aren't ranked the worst utility company in the country year after year for no reason. Time to move our model to a POU for the people of MAINE!

As a Father of an 8 year old daughter that attends FES and as a resident of the Woodlands development I am deeply concerned about the planned high voltage electrical wires/tower expansion so incredibly close to the Falmouth Elementary/Middle/High School campus. Numerous global health authorities have warned that there could be a link between childhood leukemia and proximity to high power lines. This potential risk alone should make the idea of placing these lines next to the Falmouth school campus a non-starter. CMP should be showing much more concern for the health of these children and place these wires elsewhere. CMP needs to act responsibly when it comes to the potential health risks of children. This project should not move forward.

Re: Case No. 2025-00276 - CMP proposed 115 kV upgrade, Falmouth My wife and I own our home at 7 Old Oak Way in the Woodlands in Falmouth. Our lot is not on the corridor - but the line runs near the main entrance to the neighborhood, and that's what everyone who lives here or visits sees first. Today the line runs on wooden poles about 50 feet tall, below the tree line, and you barely notice it. CMP is proposing 110-foot steel towers well above the trees, plus possible clearing beyond the existing 100-foot easement. That changes the character of the whole neighborhood - not just the homes that back onto the line. The Woodlands is one of the most established neighborhoods in Falmouth, and putting a high-tension corridor through its entrance would cut into that permanently. I'm not opposed to grid investment - I understand the need for reliability. But the application as filed puts the cost on this neighborhood and the surrounding community without showing that lower-impact options were seriously evaluated - underground sections, an alternate route, or lower-profile structures that stay closer to the tree line. I respectfully ask the Commission not to approve the application as submitted, and to require CMP to fully evaluate and cost out those alternatives before any decision. I'd also ask that any approval rule out clearing or eminent domain beyond the existing easement. Thank you for the opportunity to comment. Phil Harmon 7 Old Oak Way, Falmouth, ME 04105

I am a 20-year resident of Falmouth Maine, and I oppose the high-voltage line that is proposed to run through the Woods/Woodville area of Falmouth. Our children spend 1200-1400 hour per year, for 14 years, on the campus of Falmouth pubic schools. The risks of childhood leukemia and other cancers have inconclusive data and need additional study before you move forward with this location. CMP is a company that has proven itself to be more interested in making money than in public safety and if you ram this through, tit will violate what trust is left in your organization.

The proposed lines seem unnecessary and will have a significant negative impact on the town of Falmouth. They are obviously quite unattractive and would unnecessarily disrupt plans for school land use, homeowner property, and would require a disruptive removal of vegetation in areas that are valued for recreation and watershed protection. It's a brazen proposal with absolutely no consideration for the destruction of community resources. Please do not approve this request.

There are surely other options to what is currently being proposed by CMP. Falmouth has enough by way of electrical lines, major roadways and railway lines to deal with, especially given that it is in essence a residential community. While increased electrical capacity is meritorious, town officials and even our state legislators need to work with CMP to consider alternatives to deliver the same or similar results without sullying the residential feel of our town. Time to go back to the drawing for all concerned.

The proposed CMP Line clearly benefits foreign investors more than it does Maine citizens. The research and forecasting they've done to support the need for the project is skewed. It's obvious to me that CMP should focus on more immediate problems to keep the lights on without constant outages, like maintaining existing lines and cutting back trees that are literally on the lines. Their inability to help here has literally led to fires feet away from my property in Falmouth, twice. I'm happy to expand on these horror stories if you'd like! These are the real issues plaguing the grid. Given CMP's poor track record, rising costs, and constant grid failures, we should not trust anything they say or approve any of their proposed projects blindly.

I would to voice opposition to a major power line project that appears to benefit the power company more than it benefits the residents of the area involved. Building infrastructure is a very justified pursuit. However, we have to pursue these projects responsibly and Efficiently. It seems that this project causes unnecessary property devaluation and negative open land impact while failing to improve the electrical grid sufficiently to justify the project. Please stop, reorganize and pursue a project that improved the grid and minimizes negative impact. This is called responsibility? or ethical business if this term is preferred. The times of "it's just business" philosophy needs to end and we need to build purposefully and responsibly. Please do that instead and you will have the support from the community you serve. Thank you

I ask the Commission to examine the following as part of its review: 1. Whether CMP's load forecast for this project includes shore power for cruise ships, and if so, how many megawatts and on what basis. CMP's 2024 shore power feasibility study for Portland used berth loads totaling 25 MW, which the study states "were provided by the customer." Who provided those figures, and what vessel sizes were they based on? 2. What share of this project's capacity and cost is attributable to future cruise ship shore power, and what the further expansion CMP describes on its project page would cost. 3. Whether the cost of capacity built to serve cruise ships should be paid by general ratepayers or by the cruise industry and other parties who benefit. MaineDOT is currently studying shore power at Portland under an EPA Clean Ports planning grant. Its grant application commits to analyzing grid upgrade costs "to private utility customers and to the Maine taxpayers." Thank you, JoAnn Locktov, Portland, Maine
