Maine PUC's mission statement states "our mission is to serve Maine by balancing access to safe and reliable utility services and rates that are just and reasonable for customers and public utilities, while minimizing energy costs and greenhouse gas emission". As stated on page 2 of the ISO-NE TPTG, "the focus of this guide is on reliability studies". As stated on page 24 of the TPTG, "Analysis of historical wind data obtained from DNV indicates onshore and offshore wind output can vary greatly despite relatively similar load levels and solar power availability. This creates the need to study both ends of the wind output spectrum as either may produce reliability issues on the system". Further on page 24 the TPTG states "For Winter peak load scenarios, DNV's data indicates a realistic severe winter condition would have offshore wind at 20% of the maximum real power and onshore wind at 10% of the maximum real power specified in Table 2-6. This produces the scenario with the least synchronous generation online, and DNV's data indicates that it is a realistic weather condition." All of this is to say that as the Maine PUC evaluates the benefits and costs in this case, they have a responsibility to evaluate the reliability of the proposed utility service in their evaluation. A fundamental question for the Maine PUC to address is if/when the onshore wind winter peak load power output is at 10%, how will the reduction of that source of power impact reliability to Maine customers and what will be the added cost to Maine customers to ensure we have reliable utility services in this event?

Public comments posted on June 11, 2026 by Tanya Blanchard of Protect Rural Maine state that ISO New England "revised the winter peak capacity for onshore wind generation" - this is incorrect. The comment references a change to ISO-NE's Transmission Planning Technical Guide (TPTG), which is part of a system-wide transmission planning process that neither reflects actual historic generation, nor individual plant performance. In short, TPTG does not have any bearing on the actual capacity of a northern Maine wind project. TPTG utilizes a very conservative analysis for transmission planning that models theoretical winter peak stress conditions - i.e., worst case scenarios for transmission (not capacity) planning across the New England grid. For capacity, ISO-NE calculates summer and winter "seasonal claimed capabilities" (SCC) for all generators based on recent historical output during certain peak hour periods. The SCC for wind projects in northern Maine is substantially higher than the 10% that the Protect Rural Maine comment mistakenly claims should be assumed for winter peak capacity.

ISO New England has revised the winter peak capacity for onshore wind generation. The previous assumption was that onshore wind could provide capacity equal to about 65% of its nameplate rating during winter peak conditions. Under the updated methodology, that value is now 10%. This change is important because it may affect the expected benefits of new wind generation projects and the transmission infrastructure needed to support them. For example, a wind project with 1,200 MW of nameplate capacity would now be credited with about 120 MW of winter peak capacity. The Commission should consider how this updated capacity value affects the costs and benefits of building new onshore wind facilities, the approximately 111-mile transmission line needed to connect Northern Maine generation to the regional grid, and related transmission upgrades. The revised ISO-NE assumptions may change the expected reliability and capacity benefits of these investments. The New Hampshire Department of Energy should be alerted to intervene in this case as the Maine PUC and NESCOE and ISO-NE have included the State of New Hampshire as buyers in this debacle.

Dan McKay raises a very important point with asking the question with his public comment today of why the Maine PUC is not providing the public with any information about the bid proposals that have been received for the RFP in this case. As a comparison, ISO-NE has been disclosing certain information to the public concerning a related Long Term Transmission Planning RFP that looks to expand transmission capacity from Pittsfield south to NH and MA. Why isn't the Maine PUC willing to share comparable type information for its RFP with the public? The lack of transparency can undermine building public confidence. Many people who are being asked to pay for this stupid project are very interested in the bids received, particularly the routes selected for transmission lines. Why does the PUC keep information from the people?

The PUC is doing a gross disservice to Maine electricity consumers by requiring RFP responders to adhere to a condition that "Developers must offer the same bid with identical terms and prices in order to be considered by any coordinating state or entity". To the extent that Maine develops its land to become a net exporter of electricity generation and transmission to surrounding states, its consumers should enjoy a lower cost of electricity than consumers of such surrounding states. Equalizing costs across states would be a substantive failure of the Maine PUC to garner adequate compensation to Maine's citizens for development of our states natural resources.

Is ISO-NE really technology-neutral as they proclaim they are? Building a transmission line solely to entertain a wind project in an area that is not even in the ISO-NE service area does not seem to meet the technology-neutral definition. Quite the contrary, this is outright favoritism and an abrupt turnabout for a grid operator that touts itself as competition protector. It appears more of a complete surrender to NESCOE ( New England States Committee on Electricity), an agency that describes itself as " A Board of Directors representing the six New England states directs NESCOE's affairs and engagement in regional issues. Each Governor appoints the state's NESCOE Manager. Regardless of the number of individuals each Governor appoints as a NESCOE Manager, each state has one undivided vote in arriving at NESCOE determinations" Governor appointments! One person appointing an individual to advance partisan policies. Who did Governor Mills appoint to "engage in regional issues"? as NESCOE Manager, Philip L. Bartlett II, a Democrat who was appointed to the Maine Public Utilities Commission in June 2019 by Governor Janet Mills. Prior to his appointment, he practiced law with Stacia, Bartlett & Chabot. He also served in the Maine Senate from 2004 to 2012 and was elected by his peers to serve as Senate Majority Leader from 2008 to 2010. Bartlett chaired the Energy, Utilities and Technology Committee as well as the Joint Select Committee on Maine's Energy Future The New England grid is not being run by an Independent System Operator. There is nothing Independent about a so-called technology-neutral agency that bows to another agency that has no intention to be technology-neutral. This is about as corrupt as the government gets.
