I'm writing in your capacity as the presiding officer for the PUC advisory ruling related to Portland Foreside. We reviewed the transcript from the May 26 meeting and noted there was a question regarding whether the proposal would require Planning Board review or modifications to the approved site plan, to which the Portland Foreside representative responded that it would not. While we do not wish to become involved in the advisory ruling process, I thought it was important to share the attached email from March in which we advised Portland Foreside that, based on the limited information currently available to us at the time, we believed the proposal would require Planning Board review and an amendment to previously approved plans. Maggy Wolf 28 Saint Lawrence St Apt 2 Portland, ME 04101 Email ID: mswnola@gmail.com Phone No.: 5049404431	3/7/2026	It has come to my attention that the developers of the Portland Foreside project are proposing to build and operate a cogeneration power facility in close proximity to my residence there are many other residential units in even closer proximity including the affordable housing project at Munjoy South. It is difficult to believe that a power plant in a densely populated residential neighborhood would be allowed. In addition to the towering visual industrial blight in Portland's Eastern Waterfront, the noise and vibrations would adversely impact hundreds of residents 24/7. The height of the exhaust towers would put emissions directly at face-level of the residents on Munjoy Hillside facing the project. This power plant will produce more electricity than is required by the future project, leading to the conclusion that they will be selling power to the mega-yachts that dock at the marina. Therefore this facility MUST be considered a power plant by the PUC. Finally, our local electricity utility, CMP, has stated that its grid can support the future project's needs, so this powerplant is clearly not necessary except as a business to support the wealthy mega-yachts and small cruise ships.

This can't happen! I live at 32 St Lawrence St, just up the street, and co-gen emissions stacks standing 114' above a 38' ground level would be an visual abomination! They would visually rank up there with the smoke stacks at the Wyman plant on Cousins Island. That's hardly a fitting image for Portland and the thousands of visitors, including those arriving by cruise ships. Remember: you don't get a second chance to make a first impression! And I certainly don't want to look at these smoke stacks every day. This co-gen facility must be stopped. It was never part of the development plan or images shared by the city.
