THE GROWING SPEED WITH WHICH ADDITIONAL RATE HIKES ARE BEING REPETITIVELY REQUESTED, ALMOST AS SOON AS THE LAST ONE IS APPROVED, IS OF GREAT CONCERN TO THE POPULATION OF MAINE WHICH IS NOT INCREASING IN WEALTH. MAINE IS A POOR STATE, PER CAPITA. THERE IS SOME ISOLATED WEALTH, BUT THE AVERAGE PERSON IS NOT WEALTHY. MANY DO NOT HAVE A 'DISPOSABLE INCOME' TO DRAW FROM. SO, WHERE IS THIS ADDITIONAL WEALTH SUPPOSED TO COME FROM? WHAT IS IT PEOPLE ARE EXPECTED TO DROP IN ORDER TO PAY THEIR UTILITY BILL? FOOD? RENT? MORTGAGE? CMP's PROFIT IS ALREADY QUITE HEALTHY AND ITS GREED SHOULD NOT BE SUPPORTED.

Central Maine Power wants to raise our rates yet again - this time by another $216 a year for the average customer. Maine people and small businesses can't take it. Even those who do not pay an electricity bill are affected by higher rent or tighter budgets. Maine already has some of the highest electric rates in the country and it's time to say NO to rate hikes for this international corporation that doesn't have our best interests at heart. CMP needs to start investing in the grid from its own profits - not from our pockets. At present, about 14.2 cents of every dollar we pay to CMP goes to their profits. Because the PUC listened and rejected a CMP rate hike last summer, we know the PUC is listening and we appreciate it. Please continue to hear the voices of Mainers who simply cannot take anymore rate hikes. Thank you for your time and consideration.

I am a Maine resident and CMP customer, and I respectfully urge the Public Utilities Commission to carefully scrutinize CMP's request to increase its allowed profit margin. The cost of living continues to rise, and electricity is an essential service that families cannot simply reduce or go without. Like many Maine households, we've invested in a pellet stove and a kerosene furnace to reduce our electric costs, yet we still depend on affordable electricity every day. I understand that maintaining and improving the electric grid requires investment, and I support reasonable spending that provides clear benefits to customers. However, those investments should not automatically result in higher profits for shareholders without compelling evidence that the increase is necessary and in the public interest. I am also concerned about the lack of public trust. Customers have seen repeated rate increases over many years, often attributed to storm recovery and infrastructure improvements. Regardless of the technical details, many Mainers feel they are continually paying more without seeing enough accountability or relief. Many customers also did not realize they had the option to choose a competitive electricity supplier instead of remaining on the Standard Offer. Greater transparency and clearer communication are essential whenever decisions affect customer bills. Please ensure that CMP has demonstrated that its requested return on equity is truly justified and that every reasonable effort has been made to control costs before asking Maine families to pay more. I ask that the Commission put Maine ratepayers first and require a high standard of proof before approving another increase.

Our organization serves recalibrated veterans, first responders, and their families from Maine and across the country, and we understand how important reliable electricity is to everyday life. For more than 120 years, Central Maine Power has delivered electricity to Maine communities, and as businesses and nonprofit organizations like ours continue to grow and attract people to Maine, maintaining a reliable electric grid remains increasingly important. We recognize that maintaining and improving safe and reliable service is an ongoing responsibility that requires careful consideration of both infrastructure needs and customer impacts. We also understand that affordability remains an important consideration for Maine families, businesses, and nonprofits. We trust that the Maine Public Utilities Commission, CMP, consumer advocates, and other stakeholders will carefully review this proposal and work collaboratively to find a balance between infrastructure needs and customer costs, so Mainers continue to benefit from a reliable electric system for years to come.

I urge you to include these ideas with all policy-making work you do going forward. Utilities have to contribute much more than previously done to solving the climate crisis and their costs are unreasonable. And reduce their profits to less than 1%, presently 100's of millions are exported. Use those dollars in Maine. Per Business Insider (publisher): "Earth receives roughly 430 quintillion Joules (\(4.3 \times 10^{20}\) J) of solar energy every hour. This means that in a single hour, the Sun delivers more energy to the Earth than all of humanity consumes globally in an entire year (which is roughly 410 quintillion Joules)" Per NASA: "When calculated as energy received over an entire year, this averages out to approximately 342 Watts per square meter across the entire planet's surface, totaling roughly 44 quadrillion (4.4 ? 10??) Why isn't it the only form of energy going forward? I urge Maine's PUC and legislature to work together toward making Maine's utility costs for consumers lower and implement policies that are healthier for the citizens of this state through more progressive, forward-thinking policies that emphasize sustainable and renewable forms of energy. CMP has proven to be a valued community partner whose impact extends beyond providing essential electric service. Maine has one of the highest rates of volunteerism in the nation, with over 400,000 residents contributing nearly $800 million in service annually. The strength of our nonprofit sector-and the communities it serves-depends on sustained partnerships with organizations that invest locally. CMP and its employees demonstrate this commitment through consistent volunteerism, hands-on service, and support for community initiatives across the state. Whether through employee engagement with local nonprofits or corporate sponsorship of community activities, CMP contributes meaningfully to the well-being of Maine communities. This commitment is also reflected in CMP's current proposal. By requesting no increase to distribution charges for grid improvements over the next ten months and proposing capped increases thereafter, CMP demonstrates an understanding of the financial pressures facing Maine families and nonprofits while continuing to invest in critical infrastructure. Organizations that actively engage in and support their communities develop a deeper understanding of local needs. CMP's sustained record of partnership and service provides confidence in its approach to balancing affordability with necessary system improvements. I am writing to urge you to consider the value of CMP's role as an upstanding corporate citizen and a pillar of philanthropic support for Maine's nonprofit sector as part of this case. Nonprofit organizations across our state are facing an incredibly challenging economic climate. With shifting funding structures, inflation, and an unprecedented demand for behavioral health, food security, and social safety net services, our organizations cannot survive on public funding alone. We rely heavily on corporate partners who view philanthropic giving not as an obligation, but as a core component of their social responsibility. CMP and the Avangrid Foundation have consistently proven to be precisely that kind of partner. Their corporate giving programs provide vital financial resources that directly power the critical missions of organizations across the state-including mental health initiatives, educational programs, and essential community resources. This direct financial support fills severe funding gaps, turning corporate resources into tangible positive outcomes that stabilize families and improve people's lives when they need it most. Furthermore, CMP's dedication to corporate citizenship is directly mirrored in the thoughtful structure of this rate case. Recognizing that nonprofits and the communities we serve are highly sensitive to price adjustments, CMP has proposed no increase to distribution charges for grid improvements through to next Spring. I've been a CMP customer for over 3 decades, and they've preached the "we need more money to upgrade the grid" the entire time. Well, where has the money gone that we already gave them to upgrade the grid? It's a bunch of poles and wires, how many times does it need to be upgraded? My power certainly goes out just as much as it did 20+ years ago, so what have we upgraded with the provided money up to this point? Seems like we're lining the wallets of the executives more than anything. I understand inflation and the cost of running a business, but hearing "we need a smarter grid" several times a year seems ridiculous to me. Show us where the money has gone up to this point and then we'll talk. I feel like doing a better job of tree trimming would have more of an impact, at a more reasonable cost.
