I am writing as a ratepayer concerned about power reliability in the Ogunquit area and how infrastructure upgrade costs are allocated. Recently, CMP had to temporarily shut off power to Ogunquit because the local substation couldn't handle demand, requiring a portable unit to boost output. This kind of event is becoming more frequent. Meanwhile, ratepayers face rate increases, including CMP's current request, to fund the upgrades needed. Much of this added demand comes from new condominium and housing developments, yet the cost of resulting upgrades falls mainly on existing ratepayers, while developers profit from selling the new homes. Given the Commission's audit of interconnection cost practices (2026-00172), I recommend: Developers be required to contribute financially to local grid upgrades needed to serve their new projects, as a condition of permit approval. Impact studies be required before permitting to assess whether existing infrastructure can support new demand, with costs allocated to the developer when a shortfall is found. Existing ratepayers not bear a disproportionate share of costs driven by new development rather than their own consumption growth - especially given CMP's rate case would raise average bills by roughly $18/month. Residents who have paid into this grid for years shouldn't subsidize expansion that mainly benefits developers. Upgrade costs should be placed closer to the source of new demand.
