I oppose CMP's rate hike (and I hope you oppose it too) because in my opinion they are poor fiscal managers of the systems they're responsible for and are gouging customers with an already too high basic connection fee and already too high rates that just get extracted from the state of Maine, to foreign corporations that don't pay enough benefit or investments into Maine's distribution network. That money being extracted should pay for all costs in our state. They are too slow to approve green energy projects and resilient methods of distributed energy, and are inefficient in operations, and are paid way too much already for such a poor job of keeping the power on. When a transformer failed and fried the electronics in my home, they told me they offered no recourse or compensation, said "that's what your home owner's insurance policy is for." When they changed the branch source of my power from Lewiston to Bridgton it doubled the distance of the line and doubled the interruptions I have. Corporate managers are way overpaid for poor performance and appear deaf to customers concerns. We can't do anything about the past, but we can do something about the future

I was just wondering when Avangrid would put there own money in the grid. Where is the risk for them? Every upgrade is dumped on us so we take all the risk while they profit exhorbently. Some of the poles they have swapped out were way past there life and completely neglected and when they want new ones they come right to us. This is why we should own this delivery service since we already pay for all the investments. Out of control company. Someone should have asked one of those lineman the kind of money they make already. It is quite generous.

I am a CMP customer who strongly opposes their proposed rate hike. Shamefully, CMP is deceptively claiming their rate hike would lower bills by $4 a month. In reality they are increasing bills by $7 in July and another $11 in May - when customers are actually owed $11 per month in relief due to a mild 2025 storm season. This is about economic justice. Very simply - there's no excuse for CMP's profits to be as high as they are. The Federal government has ruled that New England transmission companies, including CMP, have been charging exorbitant ROE levels for the last 15 years and must refund up to $1.5 billion to their customers. With such high profits, why aren't they investing more of that profit in the infrastructure and other costs they now want to pass along to their customers? Most of us understand those investments to be the "cost of doing business." I'm very tired of hearing about how the forests of Maine are to blame for some of our high costs. I have lived in at least two other very forested states - New Hampshire and Washington state - and occasionally trees would come down on power lines taking the power out. But in both NH and WA, my power was restored very quickly and the cost of my electricity was substantially lower than what I pay in Maine. I never had to invest in a power generator until I moved to Maine (another expense that is never taken into consideration). CMP and their parent company, Iberdrola, are endlessly greedy and none of their profits are ever invested back into our state economy. Do we want our state to become unaffordable for low and middle income residents to live here? We're very quickly moving in that direction. The people of Maine are no longer going to sit back and accept the economic unfairness that has been perpetuated by a PUC that has not held CMP accountable for their poor service and unreasonable rates. I am against the proposed rate increase requested by CMP. The people of Maine are struggling financially, and adding yet another price increase on top of everything seems almost cruel. The parent company of CMP, Avangrid, made a NET profit of over $1 billion dollars in 2025. As with most large corporations with stockholders, they are more concerned about their shareholders than they are about their customers. Avangrid needs to "read the room" and realize that now is not the time to be asking for more money from Mainers. We have one of the oldest populations in the country, and while $200 a month doesn't sound like much to some, it's another hit that many people can't take with the increases in food, gas, heating oil, insurance coming through as well.

CMP wants more money. I'm one of the Maine customers that is saying no. They always say every year the same. It's because of storms and that they are trying to make the grid better. I can't afford more money on my bill. I'm struggling as is. My husband is on Social security. And I work 20 hours right now.

I am writing in opposition to the proposed rate hike; sorry I was not able to make it to your two public hearing opportunities. I have heard that CMP has already been penalized by FERC for overcharging its ratepayers at a return on equity (ROE) that was higher than should be allowed; that in fact, the Maine Office of the Public Advocate uncovered the fact that they were doing so over a period of over 15 years. According to Maine Public, "The federal regulators found that both a 11% return on equity rate and an interim 10.5% rate were unjust and unreasonable. It set a new rate of 9.57% and ordered the utilities to repay customers." I understand that rather than sending out over a billion dollars in refund checks to ratepayers, we are instead to enjoy lower transmission and delivery rates until such time as the unjust overpayment is deemed by someone who can track this accurately, to be repaid. In the mean time, here comes CMP with the baldfaced audacity to ask our MPUC Commissioners to approve yet another rate hike. With so many Mainers struggling to make ends meet in this otherworldly economy we are now living with, I would beseech the MPUC to deny all future rate hikes that CMP may request. I think that in the context of hard economic times, a ROE of 5% should be much more appropriate, if there must be a guaranteed profit level assured to this monopoly at all. Furthermore, I would ask our commissioners to please require credible evidence of completed work to harden our grid infrastructure, including the burying of susceptible power lines, before any future rate hikes may be considered. Public Utilities Commission, I strongly object to any rate increase for CMP! As I do my part to combat climate change and environmental pollution by electrifying my home and transportation, I am rewarded with crushing electrical bills. I am 72 years old and have never applied for heating assistance in my life until last year. I easily qualified and was given even additional assistance. I'm not proud of having to receive assistance. This is not the way to make electricity affordable. Why should the State of Maine pay CMP for my electricity? It just doesn't make any sense. CMPs assertion that they are interested in balancing affordability and reliability is not supported by their actions. Their ability to simply raise their rates to maintain or even increase their profit margins is the antithesis of a "public" utility. CMP is quick to point to extreme weather events as the reason for their "need" for more money, yet they take no responsibility for their complicity in stalling or impeding the transition to clean, renewable electrification of our state. I am dismayed, disgusted and angry that past Public Utilities Commissions have allowed CMP to become the greedy monster that sucks the money out of Maine to line the pockets of foreign corporations and their wealthy share holders. CMP needs to put their hands back into their own pockets if they need money to do their job properly. No rate increases for CMP!

"Business as usual" is no longer sustainable. Until CMP includes in their Integrated Grid Plans a robust commitment to using storage and distributed energy resources to control consumer costs, their requested rate increases should not be approved.

I believe the requested rate hike should be denied. My monthly T&D fee has about trebled in the 11 or 12 years we've had rooftop solar, adding community solar generation 2 yes ago. Meanwhile CMP has made record profits, partially due to my solar generation in excess of utilization, and investors are GUARANTEED an obscene rate of return. It's wrong for CMP to gouge ratepayers to give high dividends to investors while poorly preparing for future power generation and transmission. Please deny increasing ME's role as a cash cow.
